A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, SUPPORTING THE PRIORITY OF S.H. 121 IN THE TEN
YEAR PROJECT DEVELOPMENT PLAN, SUPPORTING DESIGNATING S.H. 121
BETWEEN MCKINNEY AND THE DALLAS/FORT WORTH AIRPORT AS A CONTROL
ACCESS FREEWAY, SUPPORTING THE AUTHORIZATION OF RIGHT-OF-WAY
ACQUISITION OF THAT CONTROLLED ACCESS FACILITY, AND SUPPORTING
DESIGN AND CONSTRUCTION OF CERTAIN PORTIONS OF THAT ROADWAY.
WHEREAS, State Highway 121 between McKinney, Texas and
the Dallas/Fort Worth Airport is the primary city -to -city and
city -to -airport highway for many citizens of Collin and Denton
Counties; and,
WHEREAS, severely congested current traffic requires
improvements to provide immediate relief; and,
WHEREAS, significant expanded traffic projections for
State Highway 121 demonstrate an urgent need to designate -the
route as a controlled access freeway facility; and,
WHEREAS, development of S.H. 121 as a freeway will require
an alignment which by-passes congested areas of Lewisville,
Texas; and,
WHEREAS, impending development along S.H. 121 and in the -
vicinity of Lewisville requires that swift, decisive action be
taken to protect the right-of-way and provide for rapidly
increasing traffic; and,
WHEREAS, landowners along S.H. 121 have promised to donate
significant amounts of right-of-way.
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF
THE CITY OF ALLEN, TEXAS, REQUESTS THE TEXAS DEPARTMENT OF
HIGHWAYS AND PUBLIC TRANSPORTATION TO:
A. Give highest priority to the four -lane and six -lane
improvements along the current alignment of S.H. 121,
as already included in Category 3 of the 10 Year Project
Development Plan adopted by the Texas Highway Commission
on November 20, 1984.
B. Immediately designate State Highway 121 between McKinney,
Texas and Dallas/Fort Worth Airport as a controlled

access freeway facility with an alignment bypassing
congested areas of Lewisville;
C. Immediately authorize and carry out right-of-way
acquisition to protect future development of such
controlled access facility;
D. Immediately authorize and fund design and construction
of a four -lane interim roadway along the bypass route
and from S.H. 289 to U.S. 75.
