R-596-3-85RESOLUTION NO. 596-3-85(R) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, OPPOSING ANY RATE INCREASE BY SOUTHWESTERN BELL TELEPHONE COMPANY UNTIL SUCH TIME THAT SIGNIFICANT IMPROVEMENTS ARE MADE IN THE TELEPHONE EQUIPMENT SERVING THE CITY OF ALLEN AND REQUESTING THAT THE TEXAS PUBLIC UTILITIES COMMISSION DEFER ANY SUCH CONSIDERATION OF A RATE INCREASE UNTIL SUCH IMPROVEMENTS HAVE BEEN COMPLETED. WHEREAS, since 1979 representatives of the Southwestern Bell Telephone Company have stated that new equipment in the form of an Electronic Switching System will be installed in the central office to serve the City of Allen to improve telephone service within the City; and, WHEREAS, Southwestern Bell Telephone Company has not installed an Electronic Switching System in the central office; and, WHEREAS, as a result of rapid growth within the community, and the existing step by step switching system being obsolete, there is a degradation of phone service within the City; and, WHEREAS, with the existing step by step switch, residents of the City of Allen do not have equal access to long distance carriers; and, WHEREAS, representatives of the City of Allen have contacted representatives of Southwestern Bell Telephone Company to discuss the problem and to attempt to reach an equitable resolution of the problem; and, WHEREAS, Southwestern Bell has given assurances that the step by step switch will be replaced by an Electronic Switching System no later than July, 1986; and, WHEREAS, the City of Allen recognizes and appreciates the commitment by Southwestern Bell; however, the City Council does not agree that any rate increase should be considered until such time as new switching equipment has been installed. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, THAT: RESOLUTION NO. 596-3-85(R) Page 2 Section 1. City Council is opposed to any consideration of a rate increase for Southwestern Bell until such time as a new Electronic Switching System has been installed in the central office within the City of Allen, Texas. Section 2. City Council requests that the Texas Public Utilities Commission defer any action on the proposed rate increase by Southwestern Bell until such time as the new switch has been installed. Section 3. City Council directs that copies of this Resolution be directed to representatives of Southwestern Bell and the Texas Public Utilities Commission.
