A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS, AUTHORIZING THE SUBMISSION OF
APPLICATION MATERIALS FOR PARTICIPATION IN THE TEXAS
CITIES FOR ECONOMIC LEADERSHIP (TEXCEL) PROGRAM SPONSORED
BY THE TEXAS ECONOMIC DEVELOPMENT COMMISSION.
WHEREAS, the Texas Economic Development Commission is
sponsoring, with co-sponsors, the Texas Municipal League and Texas
Industrial Development Council, a new program called Texas Cities
for Economic Leadership (TEXCEL); and,
WHEREAS, the purpose of the program is to assist cities that
desire to promote and encourage local economic development through
the location of new businesses or the retention and expansion of
existing firms; and,
WHEREAS, the Allen Comprehensive Plan includes an economic
development component that has a stated goal to develop an economy
that will generate jobs, provide shopping and service opportunities
and a strong financial base for Allen; and,
WHEREAS, the Comprehensive Plan further delineates a specific
goal that the City should establish and maintain an aggressive
posture in quality economic development and the plan further states
as a policy and implementation statement that the City should support
and assist the Chamber of Commerce and the Industrial Development
Committee in their efforts; and,
WHEREAS, the Industrial Committee of the Allen Chamber of
Commerce did meet and review the TEXCEL program and recommended
that the City of Allen participate in the program; and,
WHEREAS, the Board of Directors of the Chamber of Commerce
met and unanimously endorsed and pledged their support to any
efforts made by the City of Allen to apply and qualify for the
TEXCEL program; and,
WHEREAS, it is the desire of the Allen City Council to
promote cooperation and understanding within the organizations
of the community, to promote economic development and to promote
the implementation of the City's Comprehensive Plan, therefore,
the Council finds that it is in the best interest of the City to
participate in the TEXCEL program;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, THAT:
Section I. The City Council of the City of Allen has reviewed
the materials regarding the TEXCEL program and finds them to be
consistent with the development of good working relationships
within the community, the promotion of sound economic develop-
ment, and the implementation of the City's Comprehensive Plan and
commends the Texas Economic Development Commission, the Texas
Municipal League and the Texas Industrial Development Council on
their efforts to assist cities in these efforts.
Section II. The City Council of the City of Allen authorizes
the City Manager to develop and submit application materials to
participate in the TEXCEL program.
