R-740-9-86RESOLUTION NO. 740-9-86(R) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, SUPPORTING A "NATIONAL ENERGY SECURITY AND CONSERVATION POLICY" WHICH INCLUDES AS ITS MAJOR COMPONENT, AN IMPORT FEE TO BE APPLIED TO ALL CRUDE OIL AND PETROLEUM PRODUCTS IMPORTED INTO THE UNITED STATES. WHEREAS, excessive United States dependence on imported oil has a direct negative impact on domestic oil producers, endangers national security, and erodes the value of state and local tax bases; and, WHEREAS, numerous Texas municipalities are heavily dependent upon oil and gas property values for local tax revenues; and, WHEREAS, a national policy that would require foreign producers to pay the costs of oil imported into the United States through an import fee system would lessen the local tax burden of American taxpayers, and; WHEREAS, benefits of an oil import fee would not only reduce the erosion of value in local tax bases, but would also, (1) decrease dependence on foreign governments for economic and national security; (a) provide incentives to maintain and develop domestic reserves; and (3) maintain the momentum of conservation; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, THAT the City of Allen supports a "National Energy Security and Conservation Policy" which includes as its major component, an import fee to be applied to all crude oil and petroleum products imported into the United States.
