A RESOLUTION OF THE CITY OF ALLEN, COLLIN COUNTY, TEX-
AS, SUPPORTING THE TECHNICALLY PREFERRED ALTERNATIVE
AND GEOMETRIC DESIGN FOR THE PROPOSED CONTROLLED
ACCESS FREEWAY FOR S.H. 121 FROM NEAR F.M. 423 IN DENTON
COUNTY TO NEAR U.S. 75 IN COLLIN COUNTY, AND ENCOURAG-
ING THE STATE DEPARTMENT OF HIGHWAYS AND PUBLIC TRANS-
PORTATION TO PROCEED WITH THE PREPARATION OF RIGHT-OF-
WAY MAPS AND CONSTRUCTION PLANS.
WHEREAS, the Texas Highway Commission has previously designated S. H.
121 as a freeway from Dallas/ Ft. Worth International Airport to U. S. 75 in Collin
County; and,
WHEREAS, construction of the freeway is critical to the continued economic
growth and prosperity of the region; and
WHEREAS, construction of capacity improvements has commenced for the
portion of the S.H. 121 corridor west of the Elm Fork of the Trinity River in
Denton County, and construction of similar improvements are scheduled to
commence for the portion from F. M. 424 in Denton County to S. H. 289 in Collin
County; and,
WHEREAS, the present traffic volumes on the portion of the S.H. 121
corridor east of F.M. 423 exceeds the capacity of the existing roadway, creating
dangerous and hazardous conditions, and such traffic volumes are projected to
continue to increase at a dramatic pace, soon exceeding the capacity of the
currently proposed capacity improvements; and,
WHEREAS, due to this increasing traffic, capacity improvements are
critically needed to the portion of the S. H. 121 east of S. H. 289, and freeway
improvements are needed to the entire corridor; and,
WHEREAS, all of the cities and counties along the S.H. 121 corridor from
F. M. 423 to U.S. 75 have endorsed the schematic design for the freeway improve-
ments prepared by the State Department of Highways and Public Transportation;
and,
WHEREAS, the State Department of Highways and Public Transportation
will conduct a public hearing on October 23, 1990, for the purpose of receiving
public testimony on the proposed freeway improvements, the City of Allen,
Texas, desires to express support for construction of such improvements.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS:
SECTION 1: That the City Council encourages the State Department
of Highways and Public Transportation to proceed with the preparation of right-
of-way maps and plans and specifications, and the acquisition of right-of-way to
permit construction of the freeway improvements as soon as practical.
SECTION 2: That the City Council pledges continuing cooperation
and assistance in the development of this much needed freeway.
SECTION 3: That the resolution shall take effect immediately from
and after its passage.
