A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, DESIGNATING THE CITY MANAGER TO ACT FOR AND
ON BEHALF OF THE CITY OF ALLEN IN APPLYING TO THE UNITED
STATES DEPARTMENT OF EDUCATION FOR FUNDING THROUGH THE
LSCA TITLE VI GRANT PROGRAM, AND CERTIFYING THAT THE CITY OF
ALLEN WILL COMPLY WITH THE REGULATIONS, POLICIES, GUIDELINES
AND REQUIREMENTS OF SAID PROGRAM.
WHEREAS, the United States Congress has appropriated Library Services and
Construction Act Title VI funding for Fiscal Year 1993 to fund literacy projects;
and,
WHEREAS, the United States Department of Education is the federal agency which
awards and administers this grant program; and,
WHEREAS, the City Council of the City of Allen wishes to foster an attitude of
cooperation among the City of Allen, the Allen Independent School District and
Allen Community Outreach, a social service agency; and,
WHEREAS, the City Council of the City of Allen wishes to promote literacy among
the residents of Allen and of Collin County; and,
WHEREAS, the City Council of the City of Allen desires to authorize its
administrative staff to represent and act for the City in dealing with the United
States Department of Education concerning this program;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS, THAT:
SECTION 1. The City Council of the City of Allen hereby certifies that the City of
Allen is eligible to receive assistance under the Library Services and
Construction Act Title VI Program.
SECTION 2. The City Council hereby authorizes and directs the City Manager to
represent and act for the City of Allen in dealing with the United States
Department of Education for the purposes of this program. The City Manager is
hereby officially designated as the City's representative in this regard.
SECTION 3. The City Council hereby authorizes the City official herein designated
to make application to the United States Department of Education for an LSCA
Title VI Library Literacy Grant.
