A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, REQUESTING THE NORTH TEXAS MUNICIPAL WATER
DISTRICT TO IMPLEMENT PHASE I OF THE PLAN UPDATE OF THE UPPER
EAST FORK INTERCEPTOR SYSTEM.
WHEREAS, the cities of Plano, Richardson, McKinney and Allen contracted with the
North Texas Municipal Water District to form the Upper East Fork Interceptor System,
July 26, 1984; and
WHEREAS, the facilities authorized in the original program in the approximate amount
of $28, 000, 000 have been constructed and are providing beneficial service to the cities
involved; and
WHEREAS, the Upper East Fork Interceptor System Member Cities requested the NTMWD
to update the planning on the interceptor system in 1991 and the NTMWD working with
the four cities employed the consulting engineering firm of Shimek, Jacobs and Finklea
to update the plan in consultation with the cities and the NTMWD; and
WHEREAS, the plan update for the Upper East Fork Interceptor System dated November
1991 includes a planned program to build interceptors to meet the needs of the four
cities through the year 2020 with Phase I constructing facilities through the year 2000;
and
WHEREAS, the original contract establishing the Upper East Fork Interceptor System
does provide for the issuance of parity bonds and the construction of additional
facilities to meet the needs of the cities utilizing the same proportional flow basis for
cost distribution between all the cities and can be used for the construction of the
facilities in the updated Upper East Fork Interceptor System Plan;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS THAT:
SECTION 1: The City Council has reviewed the North Texas Municipal Water District
report on the Upper East Fork Interceptor System Plan Update dated November, 1991
as prepared by Shimek, Jacobs and Finklea and requests the North Texas Municipal
Water District to implement the Phase I Program included in the report estimated to cost
$26,659,500 which will improve and provide service for transporting wastewater to the
NTMWD Regional Wastewater Treatment facilities.
SECTION 2: The City Secretary is hereby directed to provide copies of this resolution
to the appropriate agencies.
