R-1124-8-92RESOLUTION NO. 1124-8-92(R) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, DECLARING THE NEED FOR IMPROVING BUCKINGHAM LANE, THE WATER SYSTEM AND THE INITIAL PROVISION OF A SANITARY SEWER SYSTEM FOR THE BUCKINGHAM POLO CLUB ESTATES, AN UNRECORDED SUBDIVISION IN THE CITY OF ALLEN, AND DIRECTS THAT THE IMPROVEMENTS BE COMPLETED AND A PRO -RATA BE ESTABLISHED. WHEREAS, Improvement to Buckingham Lane is critical for continued passage from Hwy 5 to the properties for purposes of ingress and egress; and, WHEREAS, Improvement to the water system is critical to the provision of fire safety in this subdivision and mandatory before future development can be permitted; and, WHEREAS, The initial provision of a sanitary sewer system will provide a more efficient and healthful environment for the residents in this subdivision; and, WHEREAS, The majority of the property owners in the Subdivision have petitioned the City of Allen to assist them in obtaining these improvements through a Pro -rata; and, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS THAT: The City Council supports the need for improvement to Buckingham Lane, the improvement to the water system and the initial provision of a sanitary sewer system for Buckingham Polo Club Estates, and directs the staff to provide the improvements. The City Council supports the establishment of a Pro -rata for the water and sewer line, and that existing homeowners who wish to connect immediately to the sewer have the option of repaying the funds over a 10 year period at an interest rate of 7%, all other pro -rata would have to be paid in lump sum at the time of sewer connection. The City Council authorizes the Staff to obtain R.O.W. and proceed with maintaining the road.
