R-1179-5-93RESOLUTION NO. 117 9 - 5 - 9 3 (R) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE PREVIOUSLY ADOPTED PERSONNEL POLICIES AND PROCEDURES MANUAL BY ADDING A SECTION TITLED "OUT OF CLASS PAY". WHEREAS, the City Council did adopt the City of Allen Personnel Policies and Procedures Manual on June 20, 1991; and, WHEREAS, the policy contemplates that from time to time revisions and amendments should be made to the manual; and WHEREAS, it is the responsibility of the City Council ( Section 1.03 B) to amend the manual. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS THAT: SECTION 1: The City of Allen Personnel Policies and Procedures Manual is hereby amended by adding a paragraph as follows: 118.05 Out of Class Pay: Effective July 1, 1993, all full time city employees will be eligible for compensation above the employee's regular salary while performing the task and elements of the job description of a higher and supervisory classification. Since each department has varying classifications overlapping of salary ranges, each employee who is working in an approved out of class position will be compensated at an additional rate of pay equal to five percent (5%) of his or her current salary per hour. Any compensation for out of class pay will be approved by the department head. The implementation of out of class pay will be done according to the following elements, however, the City Manager is directed to insure the policy is applied fairly and equitably. 1. In no case will compensation of an employee be affected by a lower salary range of another classification. 2. Compensation should be in increments of at least four (4) hours. 3. Supervisory tasks should be a part of the job description of the classification being worked. 4. Compensation for the FLSA exempt classifications will be considered separately and implemented only with the approval of the City Manager. 5. Department heads will develop and implement forms and/or procedures as needed for payroll purposes". SECTION 2: Council directs the City Manager to promulgate these new rules for the benefit and understanding of all City employee's.
