R-1210-10-93RESOLUTION NO. 1210-10-93 (R) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, DECLARING THE INTENT OF THE CITY TO ALTER SOLID WASTE COLLECTION AND RECYCLING SERVICES AND COMPENSATION PAID TO THE CITY'S CONTRACTOR FOR SUCH SERVICES. WHEREAS, the City of Allen instituted a curbside, residential recycling program in 1992 to reduce the volume of solid waste going to landfills; and, WHEREAS, the recycling program has, to date, reduced the community's solid waste stream by nine percent (9%); and, WHEREAS, that figure indicates that the rebates offered as an incentive to consistent recyclers has not reduced the waste stream any more than our neighboring cities; and, WHEREAS, the City Council wishes to continue reducing the community's solid waste stream in order to reduce the monetary and environmental costs of landfilling to Allen residents; and, WHEREAS, the City recognizes that significant reductions may be realized by eliminating yard wastes from the municipal waste stream; and, WHEREAS, BFI Waste Systems, the City's garbage and recycling contractor, has offered to alter services in ways that produce greater efficiencies in garbage collection and reduce costs to Allen residents; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS THAT: The City Council intends to amend its contract for services with BFI Waste Systems in the following ways. SECTION 1. The Contractor will provide every single-family residence with a large -capacity, wheeled garbage container, and collect garbage from those containers only, on a weekly basis instead of the current twice -a -week basis. The effective date and cost for this service will be determined at a future date, by ordinance of the City Council. SECTION 2. The City will prohibit grass clippings, leaves, brush and other yard waste from placement and collection with garbage. The City and Contractor may provide services during a transition period (that is, before a total and complete ban) so that residents and businesses may temporarily have a method to discard their yard waste for composting. The Contractor will provide permanent collection services for leaves and tree trimmings, which will be composted. The effective dates and costs for such services will be determined at a future date, by ordinance of the City Council. SECTION 3. The City will authorize the Contractor, effective October 31, 1993, to discontinue tracking recycling participation by individual address; the Contractor, however, shall continue to track setouts on a daily basis.
