R-1264-7-94Resolution No. 1264-7-94(R) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY TEXAS, IN OPPOSITION TO THE IMPOSITION OF CHAPTER 143 OF THE LOCAL GOVERNMENT CODE THE "CIVIL SERVICE ACT' FOR THE FIRE DEPARTMENT IN ALLEN, URGING VOTERS TO VOTE "AGAINST" ON AUGUST 13, 1994, AND PLEDGING TO THE CITIZENS OF ALLEN CONTINUED SUPPORT FOR THE HIGH QUALITY SERVICES CURRENTLY PROVIDED BY ALLEN'S FIREFIGHTERS AND PARAMEDICS. Whereas, on March 22, 1994, an official of the Allen firefighters Association, affiliated with the AFL-CIO, filed a petition containing not less than 230 signatures being at least 10% of the registered voters having voted in the last municipal election, requiring the Allen City Council to call a election to determine if certain employees of the fire department will serve under state Civil Service, all in accordance with law, and: Whereas, the members of the Allen City Council have reviewed Chapter 143 of the Local Government Code, the Civil Service Law, discussed civil service with Allen management staff and other local officials, reviewed analysis material prepared by the Texas Municipal League and others, and discussed the issue at length, and: Whereas, based on our study, the Council finds the following: (1) Civil Service creates another level of buereaucracy making City government less efficient, (2) increased sick leave and vacation leave by Civil Service will cost taxpayers more, (3) decision-making by City management and the City council concerning the selection, promotion, and discipline of personnel will be eroded, and (4) Civil Service in no way enhances current quality firefighting and paramedic services. Now, Therefore, Be it resolved by the Allen City Council that; Section I The Allen City Council opposes Civil Service and asks that voters vote against Civil Service on August 13, 1994. Section II The Allen City Council pledges to the citizens of Allen continued support for the high quality of services presently provided by Allen's Firefighters and Paramedics. Section III Individual Council members will be responsible for communicating to the citizens of Allen the importance of this issue to the City and the contents of this Resolution.
