R-1289-9-94RESOLUTION NO. 1289-9-94 (R) A JOINT RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN AND THE BOARD OF TRUSTEES OF THE ALLEN INDEPENDENT SCHOOL DISTRICT, COLLIN COUNTY, TEXAS, DECLARING BY POLICY A WORKING PARTNERSHIP BETWEEN THE CITY AND THE SCHOOL DISTRICT; ESTABLISHING AN ACTION PLAN TO ESTABLISH CERTAIN GOALS FOR THAT PARTNERSHIP; AND ESTABLISHING AN ANNUAL REVIEW AND REVISION PROCESS FOR THE ACTION PLAN. WHEREAS, the City of Allen and the Allen Independent School District (AISD) have for many years cooperated to provide the Allen community with such services as parks and recreation programs, safe transportation at school sites, books and other learning materials, and tax collection; and WHEREAS, the City Council of the City and Board of Trustees of the AISD, hereinafter called "the AISD Board," have adopted such joint activities because they believe cooperation provides higher quality services at a lower cost to taxpayers; and WHEREAS, the City Council and the AISD Board want to secure this relationship with a formal declaration of policy that ensures continued communication and cooperation; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN AND THE BOARD OF TRUSTEES OF THE ALLEN INDEPENDENT SCHOOL DISTRICT, COLLIN COUNTY, TEXAS, THAT: SECTION 1: The City of Allen and the AISD consider themselves partners in public service; that the two will actively support each other's missions by communicating and cooperating at all levels of their organizations. SECTION 2: The City Council and the AISD Board hereby adopt the Joint Action Plan, attached hereto and made a part of this Resolution for all purposes. SECTION 3: The City Council and the AISD Board shall evaluate annually the results of the action items contained within the Plan, and amend the Plan or adopt a new Plan each year as necessary. Resolution No. 1289-9-94 (R) Page 2 RESOLUTION NO. 1289-9-94(R) JOINT ACTION PLAN ALLEN INDEPENDENT SCHOOL DISTRICT CITY OF ALLEN SEPTEMBER, 1994 I. Purpose. This Action Plan aims to: A. secure the relationship between the City of Allen and the Allen Independent School District (AISD) by formalizing present and new policies and programs, and B. provide for the continuous improvement of services to the community that help fulfill the missions of both organizations. II. Goals and Programs. The following goals (shown in bold typeface) and programs (plain typeface) represent the joint action agenda for the City/AISD partnership for 1994-95. A. Locate and acquire a site for a new, joint secondary school/community park. B. Provide safe access for school children to and from their schools, and safe, healthy environments at school sites that promote learning. 1. Review traffic patterns around elementary schools, and devise and implement a strategy to minimize traffic accidents. 2. Implement School Resource Officer program at both middle schools, and evaluate in -school and parking lot security issues at the high school. C. Develop school attendance districts that achieve the community's philosophical objectives. D. Communicate and cooperate in a timely manner on land planning issues. 1. Develop a strategy which routes information, in all cases, to the Superintendent and the City Manager or their designees. 2. The City will provide to the AISD notification and supporting information on all planned development, zoning and rezoning cases involving residential property and preliminary plats of residential subdivisions. 3. The AISD will provide the City with appropriate planning documents for facilities locations. In addition, the AISD will direct its land acquisition agents to inform the City of properties being considered for acquisition. RESOLUTION NO. 1289-9-94(R) Page 2 AISD/City of Allen Joint Action Plan September, 1994 E. Exchange information, develop new plans and consider new programs on behalf of the citizens of Allen. 1. Update and implement the Communications Plan, last adopted by the governing bodies January 12, 1993. 2. Conduct four joint meetings by September 30, 1994, and use the last of those four meetings to review and revise this Action Plan for the following year. December 1, 1992 January 12, 1993. CITY OF ALLEN/AISD COMMUNICATIONS PLAN Purpose: To establish and maintain effective communications between the two primary local governments servicing the Allen community. Goal: To put into place a system, schedule and format of communication at the elected and administrative levels of AISD and City of Allen to serve each jurisdiction. Methods: Types will include written, oral and electronic. Both scheduled and unscheduled. Scope: Both entities expect that communications will cover the following types of information. 1. Information critical to the continued viability of each or both organizations (e.g. recall and rollback elections and bond elections) . 2. Information essential to the effective operation of each/both organizations (e.g. contracts for services, planning documents, private development proposals, etc.) . 3. Information to allow maximum "moments" of opportunity (e.g. Federal/ State joint grant applications, coordination of Library collections, neighborhood school/park developments) . 4. Information to maximize understanding of the roles and responsibilities of each (proposed budgets, state agency issues, "current issues" of the community, etc.) . Types: The following is intended to be a partial list. 1. Automatic sharing of documents such as agendas ( regular and called), Master Planning documents, approved budgets, annual Audits and annual financial reports. These documents will be provided by the "producing" agency to the receiving agency without the need of solicitation. 2. In the production of Newsletters and Cable T.V. proa mmi g these communications devices will be complimentary/ supporting of the particular needs of the other entity. 3. Periodic "administrative reports" between the City Manager and Superintendent summarizing major/ significant actions of each respective governing body. 4. Verbal both by phone and person to person, it being the intent that a "continuous dialogue" is appropriate to achieve the goal.
