A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, ESTABLISHING A SCHEDULE OF EVENTS IN ORDER TO
AMEND THE CITY CHARTER AT THE MUNICIPAL ELECTION IN MAY, 1995;
INSTALLING THE COUNCIL AS THE REVIEW COMMITTEE RESPONSIBLE FOR
DRAFTING PROPOSED AMENDMENTS; AND AUTHORIZING EXPENDITURES
FOR THE PURPOSE OF ENGAGING EXPERT COUNSEL.
WHEREAS, in January, 1979, the voters of Allen adopted the city's first home rule charter, unchanged since
that time; and,
WHEREAS, the City Council finds that the present charter is out-of-date due to changes in state law and in
the nature of local governance, and therefore no longer serves the best interests of the citizens of Allen; and,
WHEREAS, the Council finds that amending, rather than replacing, the present charter, in accordance with
state law, provides the most suitable and expeditious manner for the Council to propose an update to the
charter; and,
WHEREAS, the Council wishes to complete the amendment process as part of the May, 1995, municipal
election and spare the citizens of Allen the various costs of conducting a separate election in August or later;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS THAT:
SECTION 1: The City Council adopts the attached schedule of events to direct the amendment of the Home
Rule Charter of the City of Allen, culminating in the opportunity for approval by the city's voters at the May
6, 1995 municipal election.
SECTION 2: The City Council itself will review the existing charter, consider and draft amendments
without the redundancy of an additional citizens' commission for those purposes.
SECTION 3: The City Council authorizes expenditures to hire expert counsel to assist and advise the
Council with respect to the many governance, policy and legal issues that will arise during the charter review.
