Call to Order and Announce a Quorum is Present With a quorum of the Allen City Council present,the Regular Meeting of the Allen City Council was called to order by Mayor Brooks at 7:00 p.m.on Tuesday,June 13,2023,in the City Council Chambers of Allen City Hall, 305 Century Parkway,Allen,Texas. 2. Pledge of Allegiance Members of VFW Post 2195 Posted the Colors. Mayor Brooks asked everyone to join him and the Allen City Council in a moment of silence. 4. Public Recognition 4.1 Proclamations by the Office of the Mayor. • Flag Day • Allen Garden Club Day • Teen Court Day Citizens' Comments Mayor Brooks recognized Boy Scouts from Troop #358 in attendance for their Citizenship in the Community Merit Badge. Scott Cote, 710 Rockcrossing Lane,Allen,Texas,offered his congratulations to Councilmember Baril and Mayor Brooks on their election,acknowledged the Boy Scouts in attendance,and spoke regarding the May 6th tragedy. 5. Consent Agenda MOTION: Upon a motion made by Councilmember Shafer and a second by Councilmember Corvette,the Council voted seven(7) for and none(0)opposed to approve the Consent Agenda as follows: 5.1 Approve minutes of the May 23,2023,Regular City Council Meeting. 5.2 Approve minutes of the May 31,2023,Special Called City Council Workshop. 5.3 Ratify Change Order No.1 with Weldon Contractors,LLC,for$214,352 for construction services on the Don Rodenbaugh Aquatics Center HVAC&Roof Replacement and revise the project award amount to$2,214,639. 5.4 Authorize the City Manager to purchase golf course maintenance equipment for The Courses at Watters Creek from Coufal Prater Equipment,LLC,dba United Agriculture and Turf,for$332,356 and from Professional Turf Products,LP.,for$373,691. 5.5 Receive the Quarterly Investment Report for period ending March 31,2023. The motion carried. 6. Regular Agenda 6.1 Motion to make an appointment to fill the unexpired term in Place No. 6 on the Community Engagement Advisory Board. MOTION: Upon a motion made by Councilmember Meis and a second by Councilmember Shafer, the Council voted seven (7) for and none (0) opposed to appoint Kelley Johnson to fill the unexpired term in Place No. 6 on the Community Engagement Advisory Board. The motion carried. 6.2 Conduct the election of Mayor Pro Tern. Mayor Brooks called for a motion to nominate a member of the Council for the position of Mayor Pro Tem. MOTION: Upon a motion made by Councilmember Trahan and a second by Councilmember Shafer,the Council voted seven (7) for and none (0) opposed to elect Chris Schulmeister as Mayor Pro Tern. The motion carried. 6.3 Confirm appointments of Councilmembers as Board Members and Council Liaisons to City Boards and Commissions and Other Boards as nominated by Mayor Brooks. Other Business 7.1 Calendar. • June 15—7:00 p.m.—GO Bond Steering Committee at Allen.City Hall. • June 14 — 4:00 p.m. — Flag Retirement Ceremony at the Allen Veteran's Memorial at Bethany Lakes Park. • June 19—7:00 p.m.—Summer Sounds Concert at Bethany Lakes Park Amphitheater • June 24 — 6:00 p.m. —Market Street Allen USA, presented by Credit Union of Texas at Celebration Park. 7.2 Items of Interest. • Councilmember Baril wished safe travels to Boy Scouts from Troop#358 as they leave on a summer trip to Colorado. ALLEN CITY COUNCIL REGULAR MEETING JUNE 13,2023 PAGE 5 • Mayor Pro Tem Schulmeister encouraged residents to view the live stream of the GO Bond meeting on June 15 on ACTV. • Mayor Pro Tern Schulmeister mentioned that Jefferey Meek would be at the Allen Public Library speaking about his extensive research into the JFK assassination on June 15. • Mayor Pro Tern Schulmeister also thanked the Dallas Cowboys organization for wearing the"Allen Strong"t-shirts to support the victims of the May 6 tragedy. • Councilmember Cornette announced that the Allen Heritage Guild had their flag day celebration on June 10. 8. Executive Session 8.1 Pursuant to Section 551.074 of the Texas Government Code,for Personnel Matters: • Discussion Regarding Election of Mayor Pro Tern. The Executive Session was not held. 9.
