R-1397-1-96RESOLUTION NO. 1397-1-96 (R) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, COMMITTING THE CITY TO A PARTNERSHIP WITH THE ALLEN INDEPENDENT SCHOOL DISTRICT RELATED TO THE DEVELOPMENT OF A JOINT EDUCATIONAL AND RECREATIONAL FACILITY AND SPECIFYING THE ACCOMPLISHMENT OF CERTAIN OUTCOMES. WHEREAS, the City of Allen (City) and the Allen Independent School District (AISD) have in the past collaborated and cooperated on the joint development of school/park sites and support facilities and on programming of certain facilities to best serve the residents of this community; and WHEREAS, the City of Allen has purchased an approximate 100 acre tract of land south of proposed Exchange Parkway and east of the Southern Pacific Railroad track and combined with the existing Saint Mary's Park creates a tract of over 110 acres; and the AISD has purchased an approximate 175 acre tract of land south of proposed Exchange Parkway and west of State Highway 5, said tracts sharing a common boundary of Cottonwood Creek and its tributary and taken together these two tracts of land represent almost 300 acres of land located adjacent and north of the central business district close to the geographic center of the community; and WHEREAS, because of the size of the tracts and nature of the uses (Allen High School and an active/passive recreational facility) this facility will be a primary identifier for the community; and WHEREAS, the City Council and AISD Board of Trustees desire to build upon previous collaboration and cooperation and will specify the nature of that relationship and provide guidance to City and AISD staff. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS THAT: Section 1: The City Council commits the City shall work in partnership with AISD on the approximate 300 acre tract of land recognizing the following outcomes: ► Both properties comprising almost 300 acres of land will be master planned -as if they were one parcel of property under one ownership. ► The property will have a common theme and unified vision. ► The property will be a primary identifier for the community. ► Public access and athletic/recreational facilities will be shared. Section 2: City Council directs that City staff and consultants work in partnership with the AISD staff and consultants in order to accomplish the above outcomes. Section 3: City Council directs the City Secretary will distribute this Resolution to AISD and other interested parties.
