Regular Meeting
1. Call to Order and Announce a Quorum is Present •
With a quorum of the Allen City Council present,the Regular Meeting of the Allen City Council was
called to order by Mayor Brooks at 7:00 p.m. on Tuesday,July 25,2023,,in the City Council Chambers
of Allen City Hall, 305 Century Parkway,Allen, Texas.
2. Pledge of Allegiance
Councilmember Meis led the Pledge of Allegiance.
Mayor Brooks asked everyone to join the Allen City Council in.a moment of silence.
3. Citizens' Comments
James Nelson, 1506 Terlingua Court,Allen,Texas, addressed the Allen City Council.

4. Reports
4.1 Receive the 2023 Bond Steering Committee recommendations for potential General
Obligation Bond Election.
5. Consent Agenda
MOTION: Upon a motion made by Councilmember Shafer and a second by Councilmember Meis, the
Council voted five(5)for and none(0)opposed to approve all remaining items on the Consent
Agenda as follows:
5.1 Approve minutes of the July 11,2023,Regular City Council Meeting.
5.2 Authorize the City Manager to execute a contract with Criterion Contractors,Inc.,for
locker room renovations at Allen Police Headquarters for$111,182.
5.3 Authorize the City Manager to execute a contract with FW Services,Inc.,dba Pacesetter
Personnel Services as the primary vendor for temporary personnel at The Courses at
Wafters Creek for$114,480 for a period of one year,with four one-year renewal options
and a contract with Prime Consulting Group,LLC,as secondary.
5.4 Authorize the City Manager to execute an agreement with SpotOn Transact, Inc., for
the purchase and implementation of a new Point-Of-Sale system for Food & Beverage
operations at Credit Union of Texas Event Center for $163,132 for a period of three
years,with two one-year renewal options.
The motion carried.

• Councilmember Baril shared that Portillo's Restaurant is opening soon in Allen at Stacy
Green and are serving from their food truck at the Allen Outlet Mall.
• Mayor Brooks announced that Andrea's Steakhouse officially opens in Allen on July 31.
