Min - City Council - 1974 - 02/21 - RegularREGULAR MEETING February 21, 1974 City Council, City of Allen Present: Mayor Frank Dugger Councilmen: C.D. Whitaker, Clifford Hart, Johnny Pannell & Bob Lowman Absent: Johnnie Blankehship. Motion Bob Lowman Second Clifford Hart that minutes of previous meeting be approved as read. Motion Carried 4 For 0 Against. Dale Williams appeared before Council in regard to the operation of the Little League for the Coming year. A list of questions was presented by Mr. Williams for the Councils consideration. On the question of Lucas Teams play- ing in Allen, Council asked Mr. Williams to compile information as to the num- ber of boys from Allen that are going to participate in this years program. In the event there are not more boys from Allen that are going to participate than our facilities will accommodate; then Lucas teams would be able to play upon their paying their share of the expenses of operating the facilities and meet- ing other requirements of the League. Mrs Elmer Hamby appeared before Council in regard to installing a CB Radio antenna at his residence. Motion Bob Lowman Second C.D. Whitaker that permission be granted to allow this operation. Motion Carried 4 For 0 Against. Buddy Sheppard, Representing Charles G. Starnes & Associates, appeared be- fore Council and made a presentation on the Preleminary Land Plan on 442 acres of land that lies between the railroad and State Highway No. 5. This plan calls for approximately 1000 Single Family Dwellings, multi -family zoning and some Commerical zoning. Council advised Mr. Sheppard to pursue this plan with the Planning & Zoning Commission. Motion Bob Lowman Second Clifford Hart that May 7th be set as date for Public Hearing on annexation of this property. Motion Carried 4 For 0 Against. Buddy Camper appeared before Council in regard to the City attempting to reach an agreement with the School District so as to place the playground equipment purchased by the Jaycees on the School Property just South of the Elementary School. Mayor is to meet with School Board at their next meeting on this project. Ward Paxton, President of the School Board, appeared and invited Council to a joint meeting with the School Board at his residence on March 11th. Motion Bob Lowman Second Johnny Pannell that 65 year Old Homestead Exemption be denied for the year 1974. Motion Carried 3 For 7 Against. Clifford Hart voted Against motion. Bids were opened on the repair of Chevrolet Truck for water department; Gary Smith $150.00, Moon's Texaco $200.00, Smith Automotive $241.13. Motion C.D. Whitaker Second Clifford Hart that Bid of Gary Smith be accepted. Motion Carried 4 For 0 Against. Motion Bob Lowman Second Clifford Hart that Bills presented be approved. Motion Carried 4 For 0 Against. Motion C.D. Whitaker Second Johnny Pannell that all purchases made by City employees require a purchase order effective March let. Motion Carried 4 For 0 Against. 6'l Motion C.D. Whitaker Second Bob Lowman that all purchases over $50.00 must be approved by at least 2 members of the City Council. Motion Carried 4 For 0.
