Min - City Council - 1974 - 03/28 - RegularSPECIAL CALLED MEETITO March 28, 1974 City Council, City of Allen ■: Present: Mayor Frank Dugger ■�? Councilmen: C.D. Whitaker, Johnny Pannell & Bob Lowman. Absent: Johnnie Blankenship & Clifford Hart. Motion Bob Lowman Second C.D. Whitaker that minutes of previous meeting of March 7 be approved. Motion Carried 3 For 0 Against. Public Hearing was held on annexation of 442 acres of land owned by Justice Mortage Investors located in the Henry Wetsel Survey - Abstract #1026, Lewis Wetsel Survey - Abstract # 978, Peter Weyksel 5urvey - Abstract 990,L.K. Pegues Survey - Abstract #702 & James L. Reed Survey - Abstract #758. There was no opposition present to oppose this request. Motion Bob Lowman Second C.D. Whitaker that Ordinance No. 161 be approved annexing this property into the Corporate Limits of the City. Motion Carried 3 For 0 Against. At City Council's request Mr. Paul Wilson, Manager for Southwestern Bell Telephone Company in McKinney, appeared before Council to answer questions and to supply information as to why residents living in Allen could not be supplied with Metro Type service. Mr. Wilson stated that basically the reason for the City not having Metro service was due to company policy and for economic reasons to his Company. Mr. Wilson also stated that approximately 8 or 9 more towns around Dallas had asked for this service. He advised that a F% type of line was available to residents at a cost of approximately $55.00 per month. Base res- idential rates for Allen are $6.25 as compared to $7.30 per month in Dallas, Basic business rates for Allen per month is $13.50 as compared to Dallas $21.23. Council asked Citizens of Allen to write letters to Mr. Wilson and other South- western Bell Officials asking for Metro Service. Report was presented on efforts to secure Door to Door Mail service for the City. Mrs Jan Call, who resides on Spring Willow in the City, reported that a group had contacted Attorney Alex Orr in regard to filing a class action law suit against the U.S. Postal Service in an attempt to secure this service. David Blackford prevented a.report on work that he had done the past week on this project, which was very extensive. Mr. Blackford stated that he had called Postal Officials in Dallas, Memphis, Tennessee and also Washington and that his endeavor was not complete at this time. A further report would be made to Council at next Regular Meeting. Council advised all Citizens to contact their U.S. Congressman and U.S. Senators letting their wishes be known to them on this matter. Request by Don Jones for Special Exception Request to allow a poodle groom- ing shop at 205 South Main Street was tabled since no one was present to speak For this request. Dale Williams, representating the Little League, appeared and requested that a girls base ball team from Lucas be allowed to play in Allen this year. This team would play one game per week for approximately 6 weeks in Allen aLd would pay a fee of about $60.00. Motion Carried 3 For 0 Against. Motion C.D. Whitaker Second Bob Lowman that report from Planning & Zoning Commission on their meeting of March 11th be approved. Mrs Barry Mervin appeared and spoke of the trash and litter that still exists in the alley behind Spring Willow. JimrV Eaton Utilites Director assured Mrs Nervine that work would be started on removal of this litter, Monday, April 1, Mr, George Horn, representing the Collin County Humane Society, appeared before Council seeking aid for the Society in handling a problem that exists in the County with stray dogs and cats. Mr. Horn asked that any one interested in this project to contact him at P.O. Bar 481, McKinney, Texas. Motion C.D. Whitaker Second Johnny Pannell that bills presented be approved. Motion Carried 3 For 0 Against. Bill Kolander appeared before Council and asked if City would pass an ord- inance, if one does not exist, that would require citizens living on Keith Drive, that are not served with sanitary sewer, to connect on to the sewer line and pay a pro -rata share of the cost of such line based on a front footage basis, in the event such line is constructed. Council agreed to refer this request to the City Attorney for his recconendations. Motion Bob Lowman Second Johnny Pannell that meeting adjourn. Motion Carried 3 For 0 Against.
