Min - City Council - 1974 - 04/04 - RegularREGULAR MEETING APRIL 4, 1974 City Council, City of Allen Present: Mayor Frank Bugger Councilman: C. D. Whitaker, Clifford Bart, Johnny Pannell, Johnnie Blankenship and Bob Lowman. Motion Bob Lowman Second C. D. Whitaker that minutes of previous meeting be approved. Motion carried 5 for 0 against. Norman Luterman, developer of Fountain Park Estates, appeared before council to request approval on the issuing of permits in Fountain Park Section 2 for 5 houses only, before acceptance is made by City on complete Sub -Division. Marvin Churchwell, engineer on this project, gave a progress report on this Sub -Division. Motion Bob Lowman Second Johnny Pannell that Special Exception be granted to allow permits to be issued on these 5 houses. Motion carried 4 for 1 against. C. D. Whitaker voted against. Motion C. D. Whitaker Second Johnny Pannell that ordinance No. 162 be approved setting the speed limit at 15 miles per hour between the 100 and 200 blocks of East McDermott Drive. Motion carried 5 for 0 against. Motion Bob Lowman Second C. D. Whitaker that Special Exception of Don Jones be tabled, since Mr. Jones was not present to present his request. Motion carried 5 for 0 against. Mrs. Terry Nance appeared before council in regards to Metro Telephone service. Mrs. Nance stated that she had contacted Mr. Miers, the District Manager for South- western Bell Telephone Company, who advised Mrs. Nance that an official request should be made to his office from the city requesting Bell Telephone to conduct a study on this matter. Council agreed to contact Mr. Miers on this matter. Mrs. Jan Call advised that Alex Orr would meet with interested parties at her home at 10:30 A.M. on April 8 in regards to door to door mail service. David Blackford also presented information on door to door mail delivery service. Mr. Blackford stated that he had contacted Mr. Charles R. Wooten, Director of Delivery Division of U. S. Postal System in Memphis, Tennessee. Mr. Blackford reported that Mr. Wooten would appear before council to discuss this matter, if council so desired. Council authorized Mr. Blackford to invite Mr. Wooten to appear before council on this matter. Mr. Blackford also reported that the Cluster System had been installed in Mustang, Oklahoma. Council agreed to contact city officials in Mustang as to problems created by this system. Motion Bob Lowman Second Clifford Bart that meeting adjourn. Motion carried for 0 against.
