Min - City Council - 1974 - 04/18 - RegularREGULAR MEETING April 18, 1974 City Council, City of Allen Present: Mayor: Frank Dogger Councilmen: Claude D. Whitaker, Clifford Bart, Johnny Pannell, Johnnie Blankenship and Bob Lowman. Motion Bob Lowman Second Johnny Pannell that minutes of previous meeting be approved. Motion carried 5 for 0 against. Alex Orr appeared before Council in regards to representing a group of citizens in filing a class action law suit against the U.S. Postal Service in an attempt to obtain door to door mail delivery service. Mr. Orr asked two questions on this matter, Number (1) Would he have the support of the Council if this matter went into litigation? Number (2) Since he is the City Attorney, would Council feel that it would be a conflict of interest if he represented this group? Council agreed to support this action in any way possible and they did not feel this would be a conflict of intrest on Mr. Orr's part. Ed Lynge, president of Chamber of Commerce, appeared before Council and read a letter opposing the Cluster Box Type of mail service. The Chamber of Commerce agreed to support the city in any way possible in this matter of mail service. Mayor Dogger read correspondence between the City and Mr. E.E. Meir, District Manager for Southwestern Bell Telephone Company regarding securing metro type telephone service for Allen. Mr. Meir felt that a study should be made by his company on this request before be met with the City Council. David Blackford appeared and read a letter from U.S. Postal Service of- ficial Mr. C.R. Wooten, saying that either he or a member of his staff would attend a meeting of the Council upon invitation from City Council. Council agreed to extend this invitation to Mr. Wooten. Motion Bob Lowman Second Johnny Pannell that Public Rearing be set for May 2, 1974, 7:30 P.M. on a zoning change request of Donald J. Tobin and Justice Mortage Investors. Motion carried 5 for 0 against. Connie Mervine appeared and spoke of a lack of trash receptacles at the new City -School Park. Council agreed to furnish receptacles for the park. Phil Pringle appeared and asked if any further progress had been made on sewer line for residents on Keith Drive. Council advised no further progress bad been made. A group of citizens from High Meadow addition appeared before Council in regards to placing of fences across utility easements in their sub -division. Council agreed to contact utility companies involved and get their feelings on this matter. Jimmy Eaton spole to Council about low water pressure in Whis-Lynge and 171 Rolling Rills addition. City Engineer Walter Hicks is to look into this matter. Motion Johnnie Blankenship Second Bob Lowman that canvass of election returns of City Election held on April 6, 1974, be made and the following officers be certified Mayor: Frank Dugger, Councilmen: C.D. Whitaker, Clifford Hart. Motion carried 5 for 0 against. 171 1 L Oath of office was taken by Mayor Frank Dugger and Councilmen C.D. Whitaker and Clifford Hart. Motion Bob Lowman Second Johnnie Blankenship that C.D. Whitaker be elected Mayor Fro -Tem. Motion Carried 4 for 0 against. Council adjourned in Executive session to discuss personnel matter.
