Min - City Council - 1974 - 05/16 - RegularREGULAR MEETING May 16, 1974 City Council, City of Allen Present: Mayor: Frank Dugger Councilmen: C.D. Whitaker, Clifford Hart, Johnny Pannell, Johnnie '° Blankenship and Bob Lowman. Absent: None Motion Bob Lowman Second Johnny Pannell that minutes of previous meeting be ap- proved as read. Motion carried 5 for 0 against. W,J. (Buddy) Sheppard, representing Starnes & Associates, appeared before council asking permission from council for him to meet with City Engineer Walter Hicks to discuss street and alley specifactions in Fountain Park Addition #3. Council granted Mr. Sheppard permission to meet with Mr. Hicks on this matter. Report was presented on a drainage study made by Walter F. Hicks, City Engineer, on a drainage problem that exists in the vicinity of All -Spec Packing Company. Mr. Hicks report contained 3 items: 1. The ditch along the east side of rail road should be cleaned out, widened and set to proper grade to allow adequate drain- age. Estimated cost to be $3840.00 2. Correct existing grade of ditch cut behind houses on Ellis Circle. Estimated cost to be $744.00 3. Replace clogged storm sewer pipe just north of swimming pool parking lot. Estimated cost to be $2650.00 Mr. flicks reccomended that items 1 and 2 be given priority in this matter. Motion Bob Lowman Second Clifford Hart that City proceed with items 1 and 2. Motion carried 5 for 0 against. Motion Bob Lowman Second C.D. Whitaker that Public Hearing on Annexation re- quest by Hal Mayfield on 58.460 acres of land in the Mc Bain Jamison Survey -Abet. #491 be set for June 20, 1974. Motion carried 5 for 0 against. Motu Bob Lowman Second Johnny Pannell that ordinance no. 163, amending the Sub -Division ordinance be approved. Motion carried 5 for 0 against. Correspondance was read from Mr. C.R. Wooten concerning mail delivery service. Mr. Wooten advised that a representative from his office would be able to at- tend the June 20th meeting of the City Council. Council agreed to invite this representative to the Regular Meeting of the council on June 20. Motion Bob Lowman Second Johnnie B1an Qn�$ w T.H. Report was read from Planning & Zoning Commission reccomending that property owned by Tom Cate be rezoned from R-16 to LR -PD classifaction. Motion C.D. Whitaker Second Johnny Pannell that June 6th be set as date for Public Hearing on zoning change request of Tom Cate. Motion carried 5 for 0 against. Phil Pringle appeared before council in regard to parking situation at Post Office. Mr. Pringle asked that he be granted permission to pave a 12 foot ease- G$1A ment on Boyd Drive to be used as temporary parking. Motion C.D. Whitaker Second Bob Lowman that request be granted. Motion carried 5 for 0 against. Report was made by Parks and Recreation Board Chairman David Blackford. Board reccomended that a temporary ordinance be drawn covering their operations. Members of this Board are: David Blackford - Chairman Mason Strong Pat Dillard Dan Strong Connie Mervin Jim Clark John Trickle Council agreed to ask for bids on a 100 inch cut mower.
