1. Call to Order and Announce a Quorum is Present
With a quorum of the Allen City Council present, the Regular Meeting of the Allen City Council was
called to order by Mayor Brooks at 7:01 p.m. on Tuesday, September 26, 2023, in the City Council
Chambers of Allen City Hall, 305 Century Parkway,Allen,Texas.

Mayor Brooks asked everyone to join him and the Allen City Council in a moment of silence.

5. Consent Agenda
MOTION: Upon a motion made by Councilmember Shafer and a second by Councilmember Meis, the
Council voted six(6) for and none(0) opposed to approve the Consent Agenda as follows:
5.1 Approve Minutes of the September 12,2023,City Council Regular Meeting.
5.2 Adopt an Ordinance approving and enacting Supplement No. 20 to the Code of
Ordinances.
ORDINANCE NO.4036-9-23:AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, ADOPTING SUPPLEMENT NO. 20 TO THE
CODE OF ORDINANCES; PROVIDING FOR THE PRINTING THEREOF,
AUTHENTICATION BY THE MAYOR AND ATTESTATION BY THE CITY
SECRETARY; PROVIDING A REPEAL OF CERTAIN ORDINANCES; PROVIDING
EXCEPTIONS TO REPEAL; PROVIDING A PENALTY FOR SUCH VIOLATION
THEREOF;AND PROVIDING AN EFFECTIVE DATE.
5.3 Adopt an Ordinance approving and enacting Supplement No. 21 to the Allen Land
Development Code.
ORDINANCE NO.4037-9-23:AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, ADOPTING SUPPLEMENT NO. 21 TO THE
• ALLEN LAND DEVELOPMENT CODE; PROVIDING FOR THE PRINTING THEREOF,
AUTHENTICATION BY THE MAYOR AND ATTESTATION BY THE CITY
SECRETARY; PROVIDING A REPEAL OF CERTAIN ORDINANCES; PROVIDING
EXCEPTIONS TO REPEAL; PROVIDING A PENALTY FOR SUCH VIOLATION

5.4 Adopt a Resolution designating The Allen American and The Dallas Morning News as the
official newspapers of the City of Allen for Fiscal Year 2023-2024.

RESOLUTION NO. 4038-9-23(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, DESIGNATING THE ALLEN
AMERICAN AND THE DALLAS MORNING NEWS AS THE OFFICIAL NEWSPAPERS
OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS,FOR FISCAL YEAR 2024; AND
PROVIDING AN EFFECTIVE DATE.

5.5 Adopt a Resolution nominating Veronica Yost for election to the Board of Directors for
the Collin Central Appraisal District.
RESOLUTION NO. 4039-9-23(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN,COLLIN COUNTY,TEXAS,PLACING IN NOMINATION THE NAME
OF VERONICA YOST FOR MEMBERSHIP ON THE BOARD OF DIRECTORS OF THE
COLLIN CENTRAL APPRAISAL DISTRICT IN ACCORDANCE WITH SECTION 6.03(g)
OF THE TEXAS PROPERTY TAX CODE; DIRECTING THE CITY SECRETARY TO
NOTIFY INTERESTED PARTIES OF SAID ACTION;AND PROVIDING AN EFFECTIVE
DATE.
5.6 Adopt a Resolution amending Public Improvement Inspection Fees collected by the
Engineering Department.
RESOLUTION NO. 4040-9-23(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING VARIOUS FEES SET
FORTH IN THE CITY OF ALLEN FEE SCHEDULE, INCLUDING PUBLIC
IMPROVEMENT PLAN REVIEW AND INSPECTION FEES AUTHORIZED BY ALLEN
LAND DEVELOPMENT CODE SECTION 8.04.4;PROVIDING A REPEALING CLAUSE;
PROVIDING A SEVERABILITY CLAUSE;AND PROVIDING AN EFFECTIVE DATE.
5.7 Authorize the purchase of various traffic signal components for the traffic signal at
Ridgeview Drive and Chelsea Boulevard from Consolidated Traffic Controls, Inc.,
through the Houston-Galveston Area Council Cooperative Purchasing System for
$137,016.
5.8 Authorize the City Manager to execute an agreement with Smoke Stack Studios for fire
training simulation software for$499,865.
The motion carried.
6. Regular Agenda
6.1 Adopt a Resolution establishing rates and fees for commercial and residential solid waste,
recycling,and household hazardous waste services.
RESOLUTION NO. 4041-9-23(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN,COLLIN COUNTY,TEXAS,ESTABLISHING FEES AND RATES FOR
RESIDENTIAL AND COMMERCIAL SOLID WASTE COLLECTION SERVICES;
PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE;AND
' PROVIDING AN EFFECTIVE DATE.

MOTION: Upon a motion made by Councilmember Cornette and a second by Councilmember Shafer,-the
Council voted six (6) for and none (0) opposed to adopt Resolution No. 4041-9-23(R), as
previously captioned, establishing rates and fees or commercial and residential solid waste,
recycling, and household hazardous waste services. The motion carried.
6.2 Adopt a Resolution establishing commercial and residential water and sewer rates.
RESOLUTION NO. 4042-9-23(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, ESTABLISHING SANITARY SEWER
CHARGES AND WATER SERVICE CHARGES; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING A REPEALING CLAUSE; AND PROVIDING AN EFFECTIVE
DATE.
MOTION: Upon a motion made by Councilmember Shafer and a second by Mayor Pro Tem Schulmeister,
the Council voted six (6) for and none (0) opposed to adopt Resolution No. 4042-9-23(R), as
previously captioned, establishing residential and commercial.water and sewer rates. The
motion carried.

7.1 Calendar.
7.2 Items of Interest.
• Councilmember Cornette encouraged the public to attend Fall Fest at the Allen Heritage
Village on October 14.
• Mayor Brooks congratulated the Allen Eagles football team for winning their Homecoming
game.
• Mayor Brooks announced that October 12 is North Texas Giving Day and September 30
is the last day to donate to the North Texas Food Bank's Peanut Butter Drive.
8. Adjournment
Mayor Brooks adjourned the Regular Meeting of the Allen City Council at 7:36 p.m. on Tuesday,
September 26,2023.
