November 7, 1974
Present: Mayor Frank Bugger
Councilmen: Claud Whitaker, Clifford Hart, Johnny Pannell,
Johnnie Blankenship and Bob Lowman.
Motion Bob Lowman Second Claud Whitaker that minutes of previous meeting
be approved as read. Motion carried 5 For 0 Against.
Fire Chief Ronnie Gentry appeared about the concrete work for Fire De-
partment. Motion Clifford Hart Second Johnny Pannell that the bid from
Pelt Construction be accepted. Motion carried 5 For 0 Against.
Public Hearing on Zoning Change of Railroad right-of-way was held, and
after discussion by Lucille Brazeal and Bill Stratton, Council voted
3 For (Claud Whitaker, Clifford Hart, and Johnnie Blankenship) and 2
Against (Johnny Pannell and Bob Lowman). Since it takes a 75% or 3/4
majority, the request was denied. Council advised Mr. Stratton that
they would check the date of lease to see if this would come under the
Grandfather Clause.
Buddy Sheppard of Starnes & Associates requested a public hearing for
the 1st Thursday in December to annex 90 plus acres in the NE part of
town. Motion Johnny Pannell Second Bob Lowman. Motion carried 5 For
0 Against.
Motion Johnny Pannell Second Johnnie Blankenship to pay bills presented
by City Secretary, Larry Moore.
Request made by Larry Moore on behalf of Mrs. Paul Parker about street
light for Keith Dr. Council advised that it is the Police Department's
duty to request street lights when they feel they are needed.
Police Chief Anthony Hancock appeared about new squad car. Council ad-
vised Chief to seek more bids and they will decide on the 15th of Nov.
Carl Gilliland Appeared about flood insurance for City. Motion Johnny
Pannell Second Bob Lowman that Mr. Gilliland proceed with necessary action
in this matter. Motion carried 5 For 0 Against.
Motion Bob Lowman Second Claud Whitaker that meeting adjourn. Motion
carried 5 For 0 Against.
