With a quorum of the Allen City Council present,the Workshop of the Allen City Council was called
to order by Mayor Brooks at 6:00 p.m.on Tuesday,October 10,2023,in the Basement Meeting Rooms
of Allen City Hall, 305 Century Parkway,Allen, Texas.

1. Call to Order and Announce a Quorum is Present
With a quorum of the Allen City Council present, the Regular Meeting of the Allen City Council was
called to order by Mayor Brooks at 7:00 p.m. on Tuesday, October 10, 2023, in the City Council
Chambers of Allen City Hall, 305 Century Parkway,Allen,Texas.
2. Pledge of Allegiance
Councilmember Trahan led the Pledge of Allegiance. Mayor Brooks asked everyone to join him and
the Allen City Council in a moment of silence.

4. Citizens' Comments
Council recognized Councilmember Baril's nephew,a Scout from Troop 131 who attended the meeting
as a requirement for a merit badge.
5. Consent.Agenda
MOTION: Upon a motion made by Councilmember Baril and a second by Councilmember Cornette,the
Council voted seven(7) for and none(0) opposed to approve the Consent Agenda as follows:
5.1 Approve Minutes of the September 26,2023,City Council Regular Meeting.

5.2 Adopt a Resolution designating JPMorgan Chase Bank, N.A., as the City's depository
institution and authorize the City Manager to execute a Bank Depository Contract
authorizing City representatives to execute related bank depository documents.
RESOLUTION NO.4043-10-23(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, DESIGNATING CITY
REPRESENTATIVES FOR THE DEPOSITORY BANK; AND PROVIDING AN
EFFECTIVE DATE.
5.3 Adopt an Ordinance amending the Code of Ordinances of the City of Allen Chapter 10,
Article II, "Curfew for Juveniles," repealing the City's Juvenile Curfew Ordinance in
response to House Bill 1819.
ORDINANCE NO. 4044-10-23: AN ORDINANCE OF THE CITY OF ALLEN, TEXAS,
AMENDING THE CODE OF ORDINANCES OF THE CITY OF ALLEN, TEXAS,
CHAPTER 10 "OFFENSES - MISCELLANEOUS" BY REPEALING ARTICLE II
"CURFEW FOR JUVENILES"; PROVIDING A SAVINGS CLAUSE; PROVIDING A
SEVERABILITY CLAUSE;AND PROVIDING AN EFFECTIVE DATE.
The motion carried.
6. Regular Agenda
6.1 Motion to make an appointment to fill the unexpired term in Place No. 7 on the Keep
Allen Beautiful Board.
MOTION: Upon a motion made by Mayor Pro Tem Schulmeister and a second by Councilmember Trahan,
the Council voted seven (7) for and none,(0) opposed to appoint Cyril Ayangbile to fill the
unexpired term in Place No. 7 on the Keep Allen Beautiful Board. The motion carried.
7. Other Business
7.1 Calendar.
• October 17,2023 -February 27,2024-City Council Workshop and Regular Meetings and
Planning Zoning Commission Meetings will be held at the Allen ISD Professional
Learning and Auxiliary Services building,located at 610 E.Bethany Dr.,Allen,TX 75002,
due to renovations impacting the City Council Chambers.
7.2 Items of Interest.
• Councilmember Cornette encouraged the community to support the Allen Heritage Guild
Fall Fest and Allen Crafters Fair being held this Saturday at the Allen Senior Recreation
Center and Allen Heritage Village.
• Councilmember Baril recognized his parents in attendance and congratulated them on their
50th wedding anniversary.
• Mayor Brooks announced that the Texas Health Foundation will be hosting its Starlight
Gala on November 11.

• Mayor Brooks expressed appreciation to the Allen community for supporting the North
Texas Food Bank's Annual Peanut Butter Drive benefiting organizations within Allen.
• Mayor Brooks encouraged the community to attend the Skate America competition being
held October 20-23 at the Credit Union of Texas Event Center.
• Mayor Brooks welcomed the new owners of the Allen Americans and announced their
home opener is October 28.
• Mayor Brooks announced the Sidekicks Season opener is December 9.
• Councilmember Cornette shared the success of the Shine Concert held last weekend at the
Credit Union of Texas Event Center.

Mayor Brooks adjourned.the Regular Meeting of the Allen City Council at 7:19 p.m. on Tuesday,
October 10,2023.
