Min - City Council - 1975 - 02/20 - Regular1 RF GU, IAR MEETING February 20, 1975 City Council, City of Allen Present: Mayor Frank Dogger Councilmen: C.D. Whitaker, Clifford Hart, Johnny Pannell, Johnnie Blankenship and Bob Lowman Motion Bob Iowman Second Johnny Pannell that minutes of last meeting be approved as read. Motion carried 5 for 0 against. Motion C.D. Whitaker Second Clifford Hart to accept the low bid of Doran Chevrolet ($5854.00) on a step -van for the Fire Department. Motion carried 5 for 0 against. Bids were opened on the safe at the Police Department. Motion Bob Lowman Second C.D. Whitaker to accept the high bid of $ 85.00 which was submitted by Joe Dungan. Motion carried 5 for 0 against. Mayor Dagger read letter from Ione Star Gas Co. in reference to their proposed rate increase. The poor service furnished the City was discussed at great lengths as was the poor public relations this Utility Co. has with our City. Wallace Harris appeared before the Council to check the progress of work on the drainage ditch which runs alongside his property. Mayor Dogger advised Mr. Harris that work had already began on Jupiter Rd. and that the City Engineer and the County Commissioner are working together at the present time to alleviate the problem of drainage alongside Allen - Heights Dr. Police Chief Anthony Hancock appeared in reference to criminal equipment to be furnished by North Central Texas Council of Governments to the City of Allen. Program will be 100% funded by C.O.G.. Motion Bob Lowman Second Johnnie Blankenship to adopt resolution to apply for this criminal investigation equipment. Motion carried 5 for 0 against. Chief Hancock discussed the resigantion of Patrolman Gerald Heifner. Council advised Chief Hancock that they want a certified law enforcement offirer to replace Mr. Heifner. The Council set February 27, 7:00p.m., as the date and time that the Council and The Police Chief will review all applicants. Motion C.D. Whitaker Second Clifford Hart that City make a donation of $150.00 to the Allen Chapter of the F.F.A. for the street striping work that their organization did at the Elementary School. Motion carried 5 for 0 against. Chief Hancock discussed the conversation that he had with The Texas Highway Department in reference to lowering the speed limit on 2170 at the bridge. He was advisedby the Highway Dept. that to get the speed limit lowered, the Council would have to adopt an ordinance to that affect and send this ordinance to the State for approval. Hancock advised that the State would not pay for any signs to be erected alongside this roadway. Council discussed a spe@d limit of 20mph from Ash to Melody Mall. Motion Bob Lowman Second Johnny Pannell to pay bills presented by City Secretary. Motion carried 5 for 0 against. Motion Bob Iowman Second Johnny Pannell that Meeting adjourn.
