Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:35 p.m on Tuesday, June 14, 2016, in the Council Conference Room of the Allen
City Hall, 305 Century Parkway, Allen, Texas

• Overview of Potential Interlocal Agreement with Collin College

With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7.08 p.m. on
Tuesday, June 14, 2016.
Call to Order and Announce a O forum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7.13 p.m. on Tuesday, June 14, 2016, in the Council Chambers of the Allen City Hall,
305 Century Parkway, Allen, Texas

IElection of Mayor Pro Tem
Mayor Terrell called for nominations from the Council for the position of Mayor Pro Tem.
Councilmember Herald nominated Councilmember Caplinger.
With no other nominations offered, Mayor Terrell closed the call for nominations.
MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Brooks, the
Council voted seven (7) for and none (0) opposed to elect Councilmember Caplinger as Mayor
Pro Tem. The motion carried
Public Recoenition

2. Presentation of Proclamations by the Office of the Mayor.
3. Special Recognition of the Keep Texas Beautiful (KTB) Youth Leadership Award Runner -Up.

MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember Herald,
the Council voted seven (7) for and none (0) opposed to adopt all items on the Consent Agenda
as follows.
Approve Minutes of the May 24, 2016, Regular Meeting of the Allen City Council.
Adopt a Resolution Authorizing the City Manager to Apply for, Accept, Reject, Alter or
Terminate a Grant Through Collin County Parks and Open Space Funding Assistance Program
for Construction of the Cottonwood Creek / Heritage Village Hike & Bike Trail Connection.
RESOLUTION NO. 3386-6-16(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, HEREINAFTER REFERRED TO AS "APPLICANT",
DESIGNATING CERTAIN OFFICIALS AS BEING RESPONSIBLE FOR, ACTING FOR, AND ON
BEHALF OF THE "APPLICANT" IN DEALING WITH COLLIN COUNTY, HERINAFTER
REFERRED TO AS "GRANTOR", FOR THE PURPOSE OF PARTICIPATING IN THE COLLIN
COUNTY PARK AND OPEN SPACE PROJECT FUNDING ASSISTANCE PROGRAM,
HEREINAFTER REFERRED TO AS THE "PROGRAM" CERTIFYING THAT THE
"APPLICANT' IS ELIGIBLE TO RECEIVE PROGRAM ASSISTANCE. CERTIFYING THAT THE
"APPLICANT" MATCHING SHARE IS READILY AVAILABLE: AND DEDICATING THE

INVESTMENT OF MUNICIPAL FUNDS, AND PROVIDING AN EFFECTIVE DATE
8. Adopt a Resolution Authorizing City Representatives to Conduct Transactions and Inquiries
with Texas Cooperative Liquid Assets Securities System.
RESOLUTION NO. 3388-6-16(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AUTHORIZING PARTICIPATION IN THE TEXAS
COOPERATIVE LIQUID ASSETS SECURITIES SYSTEM: AND PROVIDING AN EFFECTIVE
DATE
The motion carried.
9. Motion to Confirm City Council Appointments to the Council Nominating Committee for the
Annual Appointment of Boards and Commissions.
MOTION: Upon a motion made by Councdmember Herald and a second by Mayor Pro Tem Caplinger,
the Council voted seven (7) for and none (0) opposed to confirm the appointments of
Counedmembers Sedlacek, Kizer, Obermeyeq and Brooks to the Council Nominating
Committee as recommended by Mayor Terrell. The motion earned.

• Councdmember Sedlacek announced that her son and his family are returning to States on
