With a quorum of the Allen City Council present, the Workshop of the Allen City Council was called
to order by Mayor Brooks at 6:00 p.m.on Tuesday,December 12,2023,in the Boardroom of the Allen
ISD Professional Learning and Auxiliary Services Building, 610 E. Bethany Drive,Allen,Texas.

With no further discussion, Mayor Brooks adjourned the Workshop of the Allen City Council at

1. Call to Order and Announce a Quorum is Present
With a quorum of the Allen City Council present, the Regular Meeting of the Allen City Council was
called to order by Mayor Brooks at 7:00 p.m. on Tuesday, December.12, 2023, in the Boardroom of
the Allen ISD Professional Learning and Auxiliary Services Building, 610 E. Bethany Drive, Allen,
Texas.
2. Pledge of Allegiance
Mayor Brooks asked everyone to join him and the Allen City Council in a moment of silence.
3. Public Recognition
3.1 Presentation of a Proclamation by the Office of the Mayor.
• Recognition of the Cuffman Family in remembrance of the lives and service of Robert J.
Cuffman and Robert E. Cuffman.
4. Citizens' Comments
The following individuals addressed the Allen City Council:
• Edrees Elrachidi, 1413 Landsford Drive,Allen,Texas; and,
• Yousuf Abu-Amara, 1321 Hillcrest Drive,Allen,Texas.
5. Consent Agenda
MOTION: Upon a motion made by Councilmember Cornette and a second by Mayor Pro Tern
Schulmeister, the Council voted seven (7) for and none (0) opposed to approve the Consent
Agenda as follows:
5.1 Approve Minutes of the November 28,2023,Regular City Council Meeting.
5.2 Adopt a Resolution find that CoSery Gas, Ltd.'s Statement of Intent to increase rates
within the City should be denied; finding that the City's reasonable rate case expenses
shall be reimbursed by the Company; find that the meeting at which this resolution is
passed is open to the public as required by law; requiring notice of this Resolution to the
Company and the City's Legal Counsel.
RESOLUTION NO.4054-12-23(R): A RESOLUTION OF THE CITY OF ALLEN,TEXAS
FINDING THAT COSERV GAS, .LTD.'S STATEMENT OF INTENT TO INCREASE
RATES WITHIN THE CITY SHOULD BE DENIED; FINDING THAT THE CITY'S
REASONABLE RATE CASE EXPENSES SHALL BE REIMBURSED BY THE
COMPANY; FINDING THAT THE MEETING AT WHICH THIS RESOLUTION IS
PASSED IS OPEN TO THE PUBLIC AS REQUIRED BY LAW;REQUIRING NOTICE OF
THIS RESOLUTION TO THE COMPANY AND THE CITY'S LEGAL COUNSEL.

5.3 Authorize the City Manager to execute a contract with Digital Resources,Inc.,for design,
labor, equipment, and installation of studio equipment and lighting for Allen City
Television,not to exceed$475,000.
5.4 Authorize the City Manager to execute an agreement with Hellas Construction, Inc., to
replace the infield artificial turf at Allen Station Park Softball Complex for$285,400.
5.5 Authorize the City Manager to execute an agreement with Lawn Star Landscape Limited
Company for mowing services for ROW, medians, greenbelts, and easements for
$416,050,with two,one-year renewal options.
5.6 Motion to Cancel the December 26,2023,Regular City Council Meeting.
The motion carried.
6. Regular Agenda
6.1 Confirm appointments to the Comprehensive Plan Ad Hoc Committee as nominated by
Mayor Brooks.
MOTION: Upon a motion by Councilmember Shafer and a second by Councilmember Cornette, the
Council voted seven (7) for and none (0) opposed to confirm appointments to the
Comprehensive Plan Ad Hoc Committee as nominated by Mayor Brooks:

7. Other Business
7.1 Calendar.
• December 25 and 26—City Hall Closed for Christmas Holiday.
• January 1 —City Hall Closed for the New Year's Day Holiday.
• January 9—Next Council Workshop and Regular City Council Meeting.
7.2 Items of Interest.
• Council wished happy birthday to Ms. George's son,Bradley.
• Councilmember Cornette attended the VFW Post 2195 Operation North Pole and was
honored to represent the City Council at this annual event.
• Councilmember Baril congratulated the Rotary Club,Kiwanis,and other organizations for
contributing to the community during the holiday season.

• Mayor Brooks thanked Dallas Cowboy Jake Ferguson for supporting Allen by wearing
custom cleats with the words"Allen Strong"during NFL game weeks 13 and 14.
• Mayor Brooks thanked Councilmember Baril for his participation at the Collin County
Business Alliance anniversary luncheon.
• Mayor Brooks and the Allen City Council wished everyone a happy holiday season.
8. Executive Session
The Executive Session was not held.
9. Adjournment
Mayor Brooks adjourned the Regular Meeting of the Allen City Council at 7:24 p.m. on Tuesday,
December 12, 2023.
