Call to Order and Announce a Quorum is Present With a quorum of the Allen City Council present,the Regular Meeting of the Allen City Council was called to order by Mayor Brooks at 7:00 p.m. on Tuesday, January 9, 2024, in the Boardroom of the Allen ISD Professional Learning and Auxiliary Services Building,610 E.Bethany Drive,Allen,Texas. 2. Pledge of Allegiance Mayor Brooks asked everyone to join him and the Allen City Council in a moment of silence. 3. Consent Agenda MOTION: Upon a motion made by Councilmember Shafer and a second by Councilmember Cornette,the Council voted seven(7)for and none(0)opposed to approve the Consent Agenda as follows: 5.1 Approve minutes from the December 12,2023,Regular City Council Meeting. 5.2 Accept a resignation from Philip Brewer and declare a vacancy in Place No. 5 on the Parks and Recreation Board. 5.3 Accept a resignation from Ken Cook and declare a vacancy in Place No.3 on the Planning and Zoning Commission. 5.4 Receive the Quarterly Financial Report for period ending September 30,2023. i 5.5 Receive the Quarterly Investment Report for period ending September 30,2023. 5.6 Motion to set Friday,March 1,2024, as the date for the Strategic Planning Session with City Council. Regular Agenda 6.1 Conduct a Public Hearing and adopt an Ordinance to establish a Planned Development with a base zoning of Light Industrial, regulating the development and use of 14.048+/- acres,on Lot 1,Block 2,Millennium Business Park. ORDINANCE NO.4055-1-24: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT CODE AND ZONING MAP, AS PREVIOUSLY AMENDED, BY AMENDING THE REGULATIONS RELATING TO THE DEVELOPMENT AND USE OF LOT 1, BLOCK 2, MILLENNIUM BUSINESS PARK BY CHANGING THE ZONING FROM LIGHT INDUSTRIAL "LI" TO PLANNED DEVELOPMENT "PD" NO. 150 FOR LIGHT INDUSTRIAL "LI"; ADOPTING DEVELOPMENT REGULATIONS, A ZONING EXHIBIT, A CONCEPT PLAN,AND A LANDSCAPE SCREENING PLAN; PROVIDING FOR A CONFLICTS RESOLUTION CLAUSE;PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000) FOR EACH OFFENSE; AND PROVIDING AN EFFECTIVE DATE. The motion carried. 6.2 Conduct a Public Hearing and adopt an Ordinance to amend Planned Development No. 4 with a base zoning of Community Facilities, regulating the development and use of 1.9989±acres in the Rufus Sewell Survey,Abstract No.875,generally located on the east side of Greenville Avenue and 500 feet north of the intersection of Greenville Avenue and Ridgemont Drive. Gough Survey, Abstract No. 347, generally located on the northeast corner of Custer Road and McDermott Drive. [Custer Ridge Estates] Mayor Brooks opened the public hearing. ORDINANCE NO.4057-1-24: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT CODE AND ZONING MAP, AS AMENDED, BY CHANGING THE ZONING OF 34.050±ACRES IN THE JESSE H. Terrell Community Park. • January 13 -Noon-6 p.m. -Open House at Stephen G.Terrell Recreation Center. • January 15 -Noon-1 p.m. - Collin County Martin Luther King, Jr. Appreciation Day @ Creekwood United Methodist • January 18—6 p.m. -Public Art Dedication of Sun Creatures Series along the Storybook Trail at the Stephen G. Terrell Community Park and a reception honoring the Visual Arts League of Allen temporary art installation. 7.2 Items of Interest. • The Council wished happy birthday to Councilmember Trahan and Mr. Dentler. • The Council expressed its appreciation to the Allen Police Department on National Law Enforcement Appreciation Day and thanked the Village of Allen, Pluckers, and Allen Chamber for celebrating our officers, unsworn personnel, and dispatchers for watching over our community. • Council announced the Allen Community Development Corporation is reinvesting sales tax from local resident shopping into community enhancement projects such as discounted tickets to the January 12 Allen Americans game at the Credit Union of Texas Event Center. • The Dallas Card Show is back in town this weekend at the Marriott at Dallas I Allen. ALLEN CITY COUNCIL REGULAR MEETING JANUARY 9,2024 • Mayor Brooks shared a video and congratulated Blake,Mr. Strong's son, on the amazing 3-point shot he made at his recent high school basketball game. • Mayor Brooks welcomed his friend from College,Don Smith,to Allen. 8. Executive Session The Executive Session was not held. 9. Adjournment Mayor Brooks adjourned the Regular Meeting of the Allen City Council at 8:03 p.m. on Tuesday, January 9,2024.
