With a quorum of the Allen City Council present,the Workshop of the Allen City Council was called
to order by Mayor Brooks at 6:00 p.m.on Tuesday,February 27,2024,in the Basement Meeting Rooms
A and B of Allen City Hall,305 Century Parkway,Allen,Texas.

Regular Meeting
1. Call to Order and Announce a Quorum is Present
With a quorum of the Allen City Council present, the Regular Meeting of the Allen City Council was
called to order by Mayor Brooks at 7:00 p.m. on Tuesday,February 27,2024,in the Council Chambers
of Allen City Hall, 305 Century Parkway,Allen,Texas.
2. Pledge of Allegiance

4. Citizens' Comments
• An Eagle Scout with Troop #224 was in attendance as a requirement for the Citizenship in the
Community merit badge.
• Allen resident,Nur Amer,addressed the Council regarding the conflict in Israel and the Palestinian
territories.
5. Consent Agenda
MOTION: Upon a motion made by Councilmember Cornette and a second by Councilmember Shafer,the
Council voted seven(7)for and none(0)opposed to approve the Consent Agenda as follows:
5.1 Approve minutes from the January 23,2024,Regular City Council Meeting.
5.2 Adopt a Resolution authorizing the City Manager to execute an Advance Funding
Agreement(AFA) with the State of Texas acting by and through the Texas Department
of Transportation approving the terms and conditions for funding traffic signal safety
improvements.
RESOLUTION NO. 4063-2-24(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND
CONDITIONS OF AN ADVANCE FUNDING AGREEMENT FOR HIGHWAY SAFETY
IMPROVEMENT PROJECT OFF-SYSTEM, BY AND BETWEEN THE CITY OF ALLEN,
TEXAS, AND THE STATE OF TEXAS, ACTING BY AND THROUGH THE TEXAS
DEPARTMENT OF TRANSPORTATION; AUTHORIZING ITS EXECUTION BY THE
CITY MANAGER; AND PROVIDING AN EFFECTIVE DATE.
5.3 Adopt a Resolution authorizing matching grant funds for the State and Local
Cybersecurity Grant Program for the Penetration Test Assessment project.

RESOLUTION NO. 4064-2-24(R): A RESOLUTION OF THE CITY COUNCIL OF:THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, AUTHORIZING MATCHING GRANT
FUNDS FOR THE STATE AND LOCAL CYBERSECURITY GRANT PROGRAM FOR
THE PENETRATION TEST ASSESSMENT PROJECT; AND PROVIDING FOR AN
EFFECTIVE DATE.
5.4 Adopt a Resolution authorizing matching grant funds for the State and Local
Cybersecurity Grant Program for the .gov Migration project.
RESOLUTION NO. 4065-2-24(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, AUTHORIZING MATCHING GRANT
FUNDS FOR THE STATE AND LOCAL CYBERSECURITY GRANT PROGRAM FOR
THE.GOV MIGRATION PROJECT;AND PROVIDING FOR AN EFFECTIVE DATE.
5.5 Adopt a Resolution authorizing matching grant funds for the State and Local
Cybersecurity Grant Program for Hardened Firewall Configurations.
RESOLUTION NO. 4066-2-24(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, AUTHORIZING MATCHING GRANT
FUNDS FOR THE STATE AND LOCAL CYBERSECRUITY GRANT PROGRAM FOR
THE HARDENED FIREWALL CONFIGURATIONS PROJECT; AND PROVIDING FOR
AN EFFECTIVE DATE.
5.6 Adopt a Resolution authorizing matching grant funds for the State and Local
Cybersecurity Grant Program for Cyber Incident Forensic Response Training.
RESOLUTION NO. 4067-2-24(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, AUTHORIZING MATCHING GRANT
FUNDS FOR THE STATE AND LOCAL CYBERSECURITY GRANT PROGRAM FOR
CYBER INCIDENT FORENSIC RESPONSE TRAINING, AND PROVIDING FOR AN
EFFECTIVE DATE.
5.7 Authorize the City Manager to execute an agreement with MARS Company for mobile
large water meter test equipment,software,and services for$240,061.
5.8 Award Bid and authorize the City Manager to execute agreements with Roadmaster
Striping,LLC,and Traffic Highway Maintenance,LLC,for pavement marking services
and roadway striping for an annual amount of$450,000 with a renewal option of three
additional one-year terms.
5.9 Authorize the City Manager to execute a four(4)year Dell Flex Lease Purchase Schedule,
subject to a Master Lease Agreement between Dell Financial Services and the State of
Texas through the Department of Information Resources for computer equipment and
services.for$170,779 annually.

6. Regular Agenda
6.1 Conduct a Public Hearing and adopt an Ordinance to amend the Allen Land
Development Code by (a) amending Section 4.08.19 of the Allen Land

• Development Code to establish a new Civic Overlay District within the
Downtown District, and amending or adding various regulations within said
section to provide for the development and use of the property within the Civic
Overlay District; and (b) amending Appendix "A" of the Allen Land
Development Code to establish a new definition for a "Public Safety Facility."

With no one speaking,Mayor Brooks closed the public hearing.
ORDINANCE NO.4068-2-24: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING ARTICLE IV "ZONING
REGULATIONS" OF THE ALLEN LAND DEVELOPMENT CODE,AS AMENDED, BY
AMENDING AND RESTATING SECTION 4.08.19 "DOWNTOWN DISTRICT" TO
ESTABLISH A CIVIC OVERLAY ("CO") DISTRICT; BY ADOPTING REGULATIONS
RELATING TO THE DEVELOPMENT AND USE OF PROPERTY WITHIN THE CIVIC
OVERLAY DISTRICT; MAKING OTHER CONFORMING AND NON-SUBSTANTIVE
AMENDMENTS SAID SECTION 4.08.19; AND BY AMENDING APPENDIX 'A',
"DEFINITIONS" TO ADD A DEFINITION FOR "PUBLIC SAFETY FACILITY."
PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR A SAVINGS CLAUSE;
PROVIDING FOR PENALTY OF FINE NOT TO EXCEED THE SUM OF -TWO
THOUSAND ($2,000) DOLLARS FOR EACH OFFENSE; AND PROVIDING FOR AN
EFFECTIVE DATE.
MOTION: Upon a motion made by Councilmember Shafer and a second by Councilmember Vail-Grube,
the Council voted seven (7) for and none (0) opposed to adopt Ordinance No. 4068-2-24, as
previously captioned, to amend the Allen Land Development Code to establish a new Civic
Overlay District within the Downtown District and provide for regulations within said section.
The motion carried.
7. Other Business
7.1 Calendar.
• March 1, 2024 — Strategic Planning with Allen City Council at Stephen G. Terrell
Recreation Center, 8:30 a.m.
7.2 Items of Interest.
• Mayor Brooks announced the Dallas Card Show is back in town at the Marriott at Wafters
Creek on Thursday,March 14 through Sunday,March 17.
• Mayor Pro Tem Schulmeister announced the Allen Public Library received the Texas
Municipal Library Directors Association's 2023 Achievement of Excellence Award for the
10`h consecutive year.
• Mayor Pro Tem Schulmeister congratulated Former Mayor Ken Fulk on his recent
recognition as Engineer of the Year for the local chapter of the Texas Society of
Professional Engineers.
• Mayor Brooks shared that Allen High School announced an all-time record of 42 students
being named as Finalists in the National Merit Scholarship Program.

• Mayor Brooks also highlighted the following upcoming community events:
• Allen Philharmonic Symphony is performing Anime in Concert on Friday at 7:30 p.m.
at the AHS Performing Arts Center.
• The AISD Eagle Run is on Saturday starting at 7 a.m. at the stadium.
• Allen Community Band's Movies and Musicals Concert is Sunday at 3 p.m.at Lowery
Freshman Center.
Mayor Brooks announced the Executive Session and then recessed the Regular Agenda at 7:41 p.m.

8. Executive Session
In accordance with the Texas Government Code, the Allen City Council convened into Executive
Session at 7:47 p.m. on Tuesday,February 27, 2024, in the Basement Meeting Rooms A and B of the
Allen City Hall, 305 Century Parkway,Allen,Texas,to discuss matters pertaining to:
Legal, Section 551.071.
As authorized by Section 551.071(2) of the Texas Government Code, the Workshop Meeting
and/or the Regular Agenda may be Convened into Closed Executive Session for the Purpose of
Seeking Confidential Legal Advice from the City Attorney on any Agenda Item Listed Herein.
(Closed to Public as Provided in the Texas Government Code.)
8.1 Pursuant to Texas Government Code Section 551.087 - Economic Development
Deliberations:The development located at the southeast corner of State Highway 121 and
Alma Drive,known as the "HUB."
The Executive Session adjourned at 8:42 p.m. on Tuesday,February 27,2024.
8.2 Reconvene and Consider Action on Items Resulting from Executive Session.
The Allen City Council reconvened into the Regular Meeting at 8:45 p.m. on Tuesday,
February 27, 2024,in the Council Chambers of Allen City Hall, 305 Century Parkway,Allen,
Texas. No action was taken on items discussed during the Executive Session.
9. Adjournment
Mayor Brooks adjourned the Regular Meeting of the Allen City Council at 8:45 p.m. on Tuesday,
February 27,2024.
