Call to Order and Announce a Quorum is Present
With a quorum of the Allen City Council present, the Special Called Workshop of the Allen City Council was
called to order by Mayor Brooks at 8:35 a.m. on Friday, March 1, 2024, in the Cypress and Lantana Meeting
Rooms at the Stephen G.Terrell Recreation Center located at 1680 W.Exchange Parkway,Allen,Texas 75013.
1. Introduction and Workshop Overview.
Mayor Brooks and Mr. Ellwanger welcomed everyone and provided an introduction for the planned
discussion for the Workshop with the Council.
2. Strategic Planning 2023 Overview.
Goal 1—Financially sound and transparent City government.
Goal 2—Safe and livable community for all.

3. Comprehensive Plan Discussion.
4. Community Policing Discussion.
5. Bond Drawdown Priorities.
6. General Discussion Regarding City Council's Strategic Initiatives.
Council discussed specific topics to be addressed in future briefings and/or added to Strategic Plan
2024. These included:
• Implementation of a Citizen Survey
• East Side Commercial Redevelopment
• Molsen Farm
• Defining success at the Event Center
Executive Session.
The Executive Session was not held.
Adjournment.
Mayor Brooks adjourned the Special Called Workshop of the Allen City Council at 2:12 p.m. on Friday,
March 1,2024.
