R-3308-6-15RESOLUTION NO. 3308-6-15(R) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AUTHORIZING THE CITY MANAGER TO PROCEED WITH THE PREPARATION NECESSARY TO PLAN FOR THE NEXT CAPITAL IMPROVEMENT PROGRAM AND CONTINUE CITIZEN ENGAGEMENT IN THE IDENTIFICATION; AND PRIORITIZATION OF FUTURE PROJECTS; AND PROVIDE FOR AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Allen, Texas, hereby finds that the City should proceed with the public input effort to determine the need for a future General Obligation Bond Election for the City's Capital Improvement Program; and, WHEREAS, the Allen City Council is aware of the planning effort used in previous Capital Improvement Programs to obtain citizen input and involve citizens in the process, whose purpose is to review the capital needs of the City and provide recommendations to the City Council; and, WHEREAS, in the coming months the Allen City Council will seek volunteer participation and citizen input in reviewing projects for the bond program for the benefit of Allen residents; and, WHEREAS, the Spring 2015 issuance of debt is potentially the last amount authorized from the 2007 Bond Program and the need to plan, finance, and construct future projects remains necessary to manage the growth and maintenance of the City; and, ' WHEREAS, the prior bond programs anticipated a potential tax rate increase, but they were not needed as growth has paid for the bond issuance; and, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, THAT: SECTION 1. The Allen City Council authorizes the City Manager to proceed with the preparation necessary for a New Capital Improvement Program with the goal to hold a General Obligation Bond Election in May 2016. SECTION 2. The Allen taxpayers will be included in a Citizen Engagement Process to assist in the identification and prioritization of capital projects. The City Council will continue the approach taken in previous bond elections and appoint citizen members to a CIP Steering Committee and seek volunteers to participate on the CIP Process. SECTION 3. This Resolution shall take effect immediately from and after its passage in accordance with the provisions of the Charter of the City of Allen, and it is accordingly so resolved.
