R-3281-2-15RESOLUTION NO. 3281-2-15(R) ' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, ADOPTING A STATE LEGISLATIVE PROGRAM; AND, PROVIDING AN EFFECTIVE DATE. WHEREAS, the Eighty -Forth Session of the Texas Legislature convened in January 2015; and, WHEREAS, many legislative issues affecting local government will be considered; and, WHEREAS, the City of Allen wishes to work with our State Senator and Representatives to remain a center of excellence and a community of choice. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, THAT: SECTION 1. The 2015 State Legislative Program for the City of Allen is hereby adopted. The Allen City Council supports the following positions on issues to be addressed in the 84' Biennial Session: • Revenue and Appraisal Caps—Capping revenue and appraisals impairs a municipality's ability to finance its growth and meet the needs of its citizens. • Sovereign Immunity—This important principle affords cities protection against frivolous lawsuits. • Eminent Domain—Protection of this necessary and vital tool is important to obtain property for public use. ' Unfunded Mandates—lust as Texas opposes unfunded mandates from the federal level; unfunded mandates from the state to cities are unfair and place a financial burden on local residents. Economic Development— Strengthen economic opportunities forjob growth and entrepreneurship. • Transportation- Current funding for construction and maintenance of our highways, freeways and state highways is inadequate to meet the needs of our growing state whose economy is dependent upon transportation. SECTION 2. Representatives from the City of Allen are directed to communicate the items included in the state legislative program to members of the Texas Legislature. SECTION 3. This Resolution shall take effect immediately from and after its passage in accordance with the provisions of the Charter of the City of Allen, and it is accordingly so resolved.
