With a quorum of the Allen City Council present, the Workshop of the Allen City Council was called
to order by Mayor Brooks at 6:00 p.m. on Tuesday,March 12,2024,in the Basement Meeting Rooms
A and B of Allen City Hall;305 Century Parkway,Allen,Texas.

With no further discussion,Mayor Brooks adjourned the Joint Workshop of the Allen City Council and
Planning and Zoning Commission at 6:50 p.m. on Tuesday, March 12, 2024, in Basement Meeting
Rooms A and B of Allen City Hall, 305 Century Parkway,Allen,Texas.

With a quorum of the Allen City Council present,the Regular Meeting of the Allen City Council was
called to order by Mayor Brooks at 7:00 p.m. on Tuesday, March 12, 2024, in they Council Chambers
of Allen City Hall, 305 Century Parkway,Allen,Texas.
2. Pledge of Allegiance
Mayor Brooks asked everyone to join him and the Allen City Council in a moment of silence.
3. Public Recognition
3.1 Presentation of the Shing Star Award by the Office of the Mayor.
• Awarded to two individuals for the selfless act of heroism for their actions in saving the
life of another individual by performing CPR.
3.2 Recognition of Parks and Recreation Department's Awards.
• Parks and Recreation Director Kate Meacham recognized Community Partners and the
Parks and Recreation Department for having received various regional, state,and national
awards.
4. Citizens' Comments
Rick Neidhardt, 1121 Shadetree Lane,Allen, Texas,addressed the City Council on a noise complaint.
Austin addressed the City Council regarding police complaints.
5. Consent Agenda
MOTION: Upon a motion made by Councilmember Shafer and a second by Councilmember Vail-Grube,
the Council voted seven (7) for and none (0) opposed to approve the Consent Agenda as
follows:
5.1 Approve minutes from the February 13,2024,Regular City Council Meeting.
.5.2 Approve minutes from the February 27,2024,Regular City Council Meeting.
5.3 Approve minutes from the March 1, 2024, Special Called City Council Meeting for
Strategic Planning.
5.4 Adopt a Resolution authorizing the City Manager to apply for, accept, reject, alter, or
terminate a grant from the State of Texas, State Crisis Intervention Grant Program, to
fund a Mental Health Peace Officer and related services.
RESOLUTION NO. 4069-3-24(R): A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ALLEN, COLLIN COUNTY, TEXAS, TO APPLY FOR, ACCEPT, REJECT,
ALTER,OR TERMINATE GRANT#5190001,A GRANT FROM THE STATE OF TEXAS,
STATE CRISIS INTERVENTION GRANT PROGRAM PROVIDING FUNDING FOR A
MENTAL HEALTH PEACE OFFICER, IF AWARDED; AND PROVIDING AN
EFFECTIVE DATE.
5.5 Authorize the City Manager to execute a five (5) year agreement with Brink's U.S., a
Division of Brink's,Inc.,for Armored Transport and CompuSafe Services at city facilities
for$373,500,with an option of successive one-year renewals thereafter.

5.6 Award bid and authorize the City Manager to execute a one-year agreement with Jordan
Towing, Inc., as the primary vendor for Towing Services for Allen Police Department
with four(4)one-year renewals and Signature Towing,Inc.,as the secondary vendor.
5.7 Authorize the purchase of load bearing vests, associated accessories, and new duty gear
for the police department from G.T. Distributors in the amount of $368,088.50 and
additional duty belts from Lead Devil belts in the amount of $16,979.90 for a total
expenditure of$385,068.40.
5.8 Receive the Quarterly Financial Report for period ending December 31,2023.
5.9 Receive the Quarterly Investment Report for period ending December 31,2023.
The motion carried.
6. Regular Agenda
6.1 Conduct a Public Hearing and adopt an Ordinance to amend and restate the development
regulations of Planned Development No. 139 with a base zoning of Mixed Use,regulating
the development and use of 260.94+/-acres in the Jonathan Phillips Survey,Abstract 719,
generally located north of Ridgeview Drive, east of Chelsea Boulevard, south of State
Highway 121,and west of Central Expressway. [Sloan Corners West]
Mayor Brooks opened the public hearing and asked anyone wishing to speak for or against this
item to do so at this time.
Erica VanHouten, 921 Garden Park Drive,Allen,Texas, spoke in favor of the item.
With no one else speaking,Mayor Brooks closed the Public Hearing.
ORDINANCE 4070-3-24:AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY,TEXAS,AMENDING THE ALLEN LAND DEVELOPMENT
CODE AND ZONING MAP, AS PREVIOUSLY AMENDED, BY AMENDING AND
RESTATING THE REGULATIONS OF PLANNED DEVELOPMENT "PD" NO. 139
URBAN RESIDENTIAL, TOWNHOUSE, HOTEL, COMMERCIAL, OFFICE AND
RETAIL USES,AS SET FORTH IN ORDINANCE NO. 3682-6-19 APPLICABLE TO THE
DEVELOPMENT AND USE OF 260.94+/- ACRES IN THE JONATHAN PHILLIPS
SURVEY, ABSTRACT NO. 719; PROVIDING FOR A CONFLICTS RESOLUTIONS
CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY OF FINE NOT
TO EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000) FOR EACH
OFFENSE;AND PROVIDING AN EFFECTIVE DATE.
MOTION: Upon a motion made by Councilmember Cornette and a second by Councilmember Trahan,
the Council voted six (6) for and one (1) opposed, with Councilmember Shafer casting the
opposing vote,to adopt Ordinance No. 4070-3-24, as previously captioned,to amend Planned
Development No. 139 with a base zoning of Mixed Use. The motion carried.

7.2 Items of Interest
• Councilmember Baril wished the Allen ISD CyberPatriot teams good luck for advancing
to national competitions in Washington,D.C.
• Mayor Brooks announced the Dallas Card Show will be held at the Marriott Dallas Allen
Hotel and Convention Center on March 14-17.
• Mayor Brooks congratulated the Allen Lady Eagles Soccer Team,who clinched the District
5-6A Championship for the second year in a row.
8. Executive Session
The Executive Session was not held.
9. Adjournment
Mayor Brooks adjourned the Regular Meeting of the Allen City Council at 7:42 p.m. on Tuesday,
March 12,2024.
