R-3046-11-11RESOLUTION NO. 3046-11-II(R) ' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, ESTABLISHING MINIMUM TRAINING AND EDUCATION STANDARDS FOR JUVENILE CASE MANAGERS; PROVIDING FOR A REPEALING CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Senate Bill 61, passed during the 82°" Regular Legislature, effective June 17, 2011, requires the City Council to adopt minimum training and educational standards forjuvenile case managers; and, WHEREAS, juvenile case managers work predominantly in local trial courts of limited jurisdiction that adjudicate Class C misdemeanors; and, WHEREAS, Senate Bill 61 seeks to establish minimum training and educational standards for juvenile case managers, including case planning and management; juvenile law; courtroom proceedings and presentations; law enforcement proceedings; local programs and services, including access procedures; code of ethics and disciplinary procedures; and detecting and preventing abuse, exploitation, and neglect of children; and, WHEREAS, this training will create consistency across court systems and enable juvenile case managers to be more effective in thew intended role as part court clerk, part probation officer, and part social worker; and, WHEREAS, the City Council desires to establish a minimum of eight (8) hours of annual training for juvenile case managers in the areas ofjuvenilejustice, criminal justice and/orjudicial branch education. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CM OF ALLEN, ' COLLIN COUNTY, TEXAS, THAT: SECTION 1. The City Council hereby establishes a minimum of eight (8) hours of annual tntining forjuvenile case managers in the areas of juvenile justice, criminaljustice and/mjudicial branch education. SECTION 2. All provisions of any resolution of the City of Allen, Texas, in conflict with the provisions of this Resolution be, and the same is hereby, repealed, and all other provisions not in conflict with the provisions of this Resolution shall remain in full force and effect. SECTION 3. This Resolution shall become effective immediately from and after its passage.
