A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, SUPPORTING REDISTRICTING EFFORTS OF THE TEXAS
LEGISLATURE RELATED TO THE 2010 CENSUS WHICH RESULTS IN
CONGRUENT CONGRESSIONAL, LEGISLATIVE, AND STATE BOARD OF
EDUCATION DISTRICTS FOR ALL OF COLLIN COUNTY; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the Texas population is estimated to have grown by nearly 3.9 million to close to 25 million
people from 2000 to 2009, with Collin County leading the way having grown by an estimated 55% to an
estimated 800,000 people, growing by an average of 94 new residents daily. Collin County is one of the
fastest growing counties in the United States and will be the 6' largest county in Texas after the 2010 census
in completed; and,
WHEREAS, Collin County represents a cohesive community of interest of towns and cities with similar
family values, religious beliefs, economic goals; and,
WHEREAS, Collin County is currently represented by two excellent Congressmen in Ralph Hall and Sam
Johnson, two esteemed State Senators in Florence Shapiro and Craig Estes, and four fine Representatives in
Jerry Madden, Ken Paxton, Jodie Laubenberg, and Van Taylor and two dedicated State Board of Education
members in Don McLeroy and Tincy Miller; and,
WHEREAS, due to Collin County's rapid growth rate, our communities are currently underrepresented at
both the Federal and State levels. Collin County residents deserve to have elected representation that matches
our community of interests, while also ensuring the districts increase in number proportionally to the rapid
growth in Collin County's population. Furthermore, our Congressional and Legislative delegation is currently
spread into neighboring counties which desire to have elected officials that meet their interests and
community needs as well; and,
WHEREAS, members of the 82" Session of the Texas State Legislature are currently considering all issues
relating to the redistricting of Congressional, Legislative, and State Board of Education districts following the
release of the Federal census in 2011 and gathering information regarding the existence and location of
communities of interest to be considered in the creation of Congressional, Legislative, and State Board of
Education districts.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS, THAT:
SECTION 1. The Allen City Council believes that Collin County is a cohesive group of towns and cities with
shared interests and common heritage.
SECTION 2. The Allen City Council believes that representation at the State and Federal level is strongest
when it is united. Our towns and cities alike need a voice in government by people who understand our issues.
SECTION 3. The Allen City Council requests that the Texas State Legislature maximize elected
representation in Collin County at the Congressional and State levels. The Council requests that our towns
and cities share common representation at both the State and Federal level. We request that the Committee on
' Redistricting include all of Collin County inside congruent Congressional, Legislative, and State Board of
Education districts that fainly represent all of Collin County.
SECTION 4. The Allen City Council requests the Texas State Legislature match the population growth and
maximum representation for Collin County by allowing Collin County greatest representation in one or two
' Congressional districts, creating five State House districts wholly contained within Collin County, one wholly
situated State Senate district, and wholly situate Collin County in a single State Board of Education district.
SECTION & The Allen City Council authorizes Mayor Stephen Terrell to sign a joint resolution with other
Collin County Mayors in support of redistricting efforts of the Texas Legislature related to the 2010 Census
which results in congruent Congressional, Legislative, and State Board of Education districts for all of Collin
County.
SECTION 6. This Resolution shall take effect immediately upon its passage.
