Brooks, Jr. Motion Pierson Second Chandler to approve minutes from previous meeting with me correction: Three bids were received for a mower, the third being from McKinney Tractor in the amount of $1098. Motion carried 5 For 0 against. The Mayor read the Planning and Zoning minutes from the meeting of March 13. Item 1. The Commission voted approval of the site plan on 24 unit apartment complex, with the developer to provide the city with a reproducable copy of the plat. Mr. King presented a complete site plan to the council for 160 units on the 7.839 acres, next to Boyd Elementary, Motion Pierson Second Brooks to approve this site plan. Motion carried 5 for 0 against. Item 2. The Commission voted to recommend approval of the prelemiaary plat on Fountain Park #4, subject to the plat conforming to all city specifications. A letter was then read from Bob Acker, Fire Marshall, requesting that the council deny acceptance of Fountain Park 4 pending such time as the developer can forward an updated plat, incorporating each water system changes as: fire plugs at 500' intervals and 8"mains rather than 6". He further asked that all further work be blocked in this addition until verification of water system changes have been made. A motion was made by Tollett Second Pierson that the discussion be dropped until all changes are made and goes tbru the proper channels again. Motion carried 5 for 0 against. Item 3• P & Z voted to approve Tom Cates request for OC -PD zoning in a present R-16, lots IC -IA -3 Block D Old Donation, Motion Pierson Second Chandler to set a Public Hearing for April 6. Motion carried 5 for 0 against. A letter from Ronny Fix was read submitting recommendations for the solution to a drainage problem in Windridge 2 on Rldgemont and Jupiter. They are as follows: 1. Remove the existing corrugated metal drain pipe in the alley and open a drainage channel to the south. 2. Fine grade the existing read ditches ami thus accomodate a larger storm water flow. 3. In the future, that the existing grade of Jupiter Road be lowered and curb and gutter be installed. Jimmy reported that the let recommendation bad bemfollowed and appeared to be helping the situation. A variance was granted to Don Scruggs for lot 26 block 12 Rolling Hills addition by a motion from Pierson Second Brooks. Motion carried unanimously. Eight mayor engineering firms had left their proposals and qualifications for review. Motion Pierson Second Tollett to allow Roger to reduce these down to 4 for the councils consideration and interview, and if Ronny Fix is not in- cluded in these, that a personal and private contact be made with him to let him know of their decision. Motion carried 5 for 0 against. The Mayor also suggested that as Jimmy Eaton would be working more closely with the engineer, that be be included in on all meetings in the study for the beet engineer for US. Allen City Council Regular Session March 16, 1978 Page 2 In regard to the hiring of a Park and Recreation Director, Roger was directed to advertise in the Allen and Dallas papers, allowing approximately 1 week. At that time the applicants are to be screened and then interviewed. March 27 was set for the cut off date for advertinimg if at all possible. Roger showed a piece of property of 11.7 acres at Cottonwood Creek and Jupiter Road which had been offered to us as a site for park property. Motion Pierson Second Farmer that we are not interested at this time, as this did not fit the requirements. Motion carried 5 for o against. Charles Chandler spoke of the work that needed to be dome to the ball fields immediately. Charles is to check into securing the clay, Jimmy is to get with Cody Sherman and to see George Pherigo about harrowing, sowing seed and watering. Charles is to also proceed with the school on a joint venture for furnishing bell fields. Our cost is approximately $8000 for equipment. Motion Pierson Second Chandler to make application to Federal Government for Park and Recreation grant which includes purchase of land on a joint purchase. Motion carried unanimously. Anthony Hancock, Chief of Police requested that he be able to keep the old Ford Police Car and sell the Plymouth, as it would need more repairs. Motion Pierson Second Chandler to pay Bills. Motion carried 5 for 0 against. Motion Pierson Second Chandler to adjourn. Motion carried 5 for 0 against.
