Min - City Council - 1978 - 05/04 - RegularALLEN CITY COUNCIL May 4, 1978 Present: Mayor M.B. Pierson Councilmen: Charles Chandler, Joe Farmer, Glean Andrew, H.C. Brooks, Jr., and H.R. laugbtery Notion Farmer Second Chandler to adopt minutes as rad, with a correction for the address of Ray Cotmoir, to 215 Glewick. Motion carried 5 For 0 Winst. Joe Farmer was nominated by Glean Andrew for Mayor PrcTem. Motion Brooks Second Saughtery to elect Farmer by acclaimiaation. A public Haring was held on the park area owned by the City on 2170. Several residents is that neighborhood spoke against the rezoning request to LR, as they felt that the city was taking away their privileges to a neighborhood park. The mayor explained that they were not trying to make it unavailable until another one is available, and then vas a two fold reason for requesting the change is zoning, (1) that we seeded more park space and for what this land was worth (was appraised at 500 ft.), we could get more ground, (2) that it is 111 located on a major thoroughfare. He also stated that this property had act been given to us an acme had indicated, but that the city bad purchased the 10 acres 8$1750 am more to drill a veil. Joe Farmer stated that if the council vas going to table their decision, that a motion should be made as to why. His motion was that they reconsider the issue 3 months from this date, to design thru a consultant and that (1) there be broadbased community imput from the Allen citizenry (2) lavolv€d with specific plans done to existing park area (3) investigate actively lrea within the neighborhood to acquire for dis- position of other property. This motion was seconded by Hi laughtery. Motion carried ussa mously. Walter Samoa with Fox & Jacobs was at the meeting to help dissolve the mis- understanding concerning the over bead utilities is Hillside #8. He pointed cut that the rasda that they chose that method, was because the residents could mot fence the easement with the underground system, such as in Wiadridge #1, and this essemeat that was not fenced would not be maintained by the resident. The question was asked concerning whether the minutes of F&Z reflected any conversation regarding this requirement and there vas act. Mr. Samoa stated that they waited to try to get along with the city and that they would go underground with the next section and that be was sorry that there was a misunderstanding concerning this. HS Saughtery requested that as estimate of cost and progress analysis of removal of the poles be presented ot the next meeting. Be also felt that tbose homeowners might be willing to pay the extra expense for the underground utilitiy system. The mayor stated that after several hours study, he felt that anything that F & J does mw is gratus in #8. Brooks stated that he felt that this vas an oversight on the citys part and would be unreasonable to ask F & J to go back and change it, but did ask their corporation in the future. The council agreed that this would be at agenda item for the meetis g of May 18 to consider future utilities. Motion Andrew Second Farmer to change the second section is Hillside, being #5 to 100} underground utilities. Motion carried 5 for 0 agmiant. Allen City Council Regular Session page 2 May 4, 1978 Motion Farmer Second Andrew to authorize Ronald Fix to get plans and Specs for the enlargement of sever line at 2170 and Hwy 5. Motion carried 5 for 0 against. The mayor read the recommendation from P & Z to allow zoning request for a day careoester on Bethany. Motion Brooks, Second Chandler to set May 18 as date for public hearing. Motion carried uaanimously. Buddy Shepherd of Luterman Properties preseated the final plat of Fountain Park #4. As P & Z had rec®ended its approval a motion was made by Farmer Second Brooks to approve subject to the engineers approval. Motion carried 5 for 0 against. There was a request that the schedule for garbage service be published if possible. Royce Reed of Allen Building Cc questioned the possible future requirement of insulating the water line from the kitchen to bath under the slab. The mayor explained that that was nae of the things that would be considered at the May 18 meeting. Pa addition, Mr. Richardson had requested that they coaeider3-way switches at each end of the hall, smoke detectors in all new houses and a rapid disconnect be placed under the outside meter box, in case of fire. Bob Acker requested an extra $100 to complete the installation of the new radio equipment. Motion Chandler Second Farmer to allow this. Motion carried 5 for 0 against. Motion Brooks Second Chandler to pay the bilis, with the exception of Campers. Motion carried 5 for 0 against. A workshop was set for May 11 at 7:00 P.K. to discuss the Community Block Grant. Roger Powell is to contact all 6 engineering firms for interviews on May 21st at 2:00. Anthony Hancock informed the council that the only solution to the traffic problem on Jupiter Road is to eliminate all on -the -street -parking. Motion Brooks Second Farmer to adjourn.
