Min - City Council - 1978 - 10/19 - RegularREGULAR SESSION City Council October 19, 1978 LPresent: Mayor M.B. Pierson Ceumcilmea: Charles Chandler, Glean Andrew, A.C. Brooks, and H.R. Daugherty Absent: Joe Farmer Motion Andrew Second Chandler to approve minutes as read. Motion carried unanimously. Am Fix, City Fxgiaeer, presented the Water, Sewer and Street Capitol Improvement Study to the council in the final rough draft for the council's opiaim as to the priorities is these three areas. He is to return for the November meeting for their suggestions. Bob Gass sad Walter Daman of Fax and Jacobs presented their request for sideyard or side building line variances m 33 lots is Hillside A. 3 late are to be dedicated the city for use as a park: however, should the city not desire the park dedicative, they would Reed as additional sideyard variance. Motion was made by Brooks to table until the council could get ease feedback from property ftaers is that area conceraill the front entries needed for those homes. This motion was seconded by Andrew. Motion carried 4 for 6 against. David King requested councils approval m a final plat for Phase 1 of Bethany Park Apts. Roger Powell stated that P & Z had approved it subject to the Engineers recommendations. Mayor Piers" read the recommendations from Ron Fix. Mr. King stated that they already had made changes in the size e2 the water line from 6" to 8", the 8" gate valves as marked and fire hydrants located as requested; however, he asked relief an the concrete streets and their width and also the size of culvert. Mr. Kiag questioned this being classified as a subdivision, and after a reading of the Subdivision Ordinance, a motion was made by Daugherty, Second by Brooks to bring this is as a Sub Division, as Mr. King had sold off a portion of his lead. Motion carried 4 for 0 against. As to the plat beiag presented as a final plat, Ron Fix stated that he had never seen the revised plea end that it did not have the engineers seal an it; therefore a motion was made by Daugherty and second by Brooks to disapprove as a final plat. Motion carried 4 for 0 against. Ron Fix reminded the council that they could not grant a variance at that time; end that Mr. Kiag would have to make the request for a variance and a public hearing be set m his request. Bobby Priddy, P & R Director presented bids for a truck in that department. Carter Chev. $4974.34 Howard Thornton Ford $5249.33 Fischer Ford $5314.01 Motim Chandler second Andrew to accept the low bid from Carter Chevrolet for a 1/2,t" pick up. Motion carried 4 for 0 against. Bob Acker, Civil Defense Director, requested that he be able to advertise for bids m monitors for each school, iacludiag Love Joy, which would advise of tomados, thunderstorms or ice storms. These would be 50% funded by the Federal Funds, 25% school and 25% city. Each unit would cost approximately $40 each or about $280 for the city. Motim Andrew Second Chandler to advertise for bids. Motive carried unanimously. Anthony Hancock, Police Chief, had advertised for bids for 2 patrol cars. 10 requests bad bees seat out; however, only two chose to bid. November lith the final copy will be presented to the council and the council will call for a January 20th election. A motion was made by Brooks Second Andrew to authorize the mayor to sign resolution toabandon the contract with Plano on the sewer service as we are entering in a new agreement with North Texas Wastewater Dist. Motion carried 4 for Dagaiaet. Mayor Pierson reported on his conversation with the Ned Rosario Firm regarding the contract proposal relating to setting up the accounting and documenting for EPA greats. Technically it will be a one time set up; however, if there are say significant changes, they would notify and help to make necessary changes. Motion Chandler Second Brooks to pay the bills.
