Daugherty Motion Andrew Second Chandler to adopt the minutes as read wi'ah one amendment: That Farmers notion be amended to read: the Council to commit to joint purchase with the school 3 school sites rather than 3 districts. Motion carried 4 for 0 against. A Public Hearing was held on the Fountain Park Ease addition, which is a 235.5 acre tract, subdivided into several tracts, 3 residential, 2 LR and 2 CF. The vote for zoning was taken on each zoning request. Area 1. 244 lots with F,000 sq.. ft. minimum on 67.543. acres. Request R5 zoning. Motion Farmer Second Chandler to approve request as submitted. Motion carried 4 for 0 against. Area 2. 264 lots with 7500 sq. ft. minimum on 71.243 acres. Request R5 zoning. Motion Brooks Second Chandler to approve request as submitted. Motion carried 4 for 0 against. Area 3• 61.973 acres with 230 lots with 6500 sq. ft. minimum. Request R5 special. Motion Andrea to reject request. Motion _died for lack of second. Motion Brooks Second Chandler to approve request as submitted. Vote was 2 for and 2 against. (Farmer and Andrew) The mayor cast the tie breaking vote, makein; it 3 for 2 a;;ainst. Area 4. 20.045 acres - request OF for school and park. Action Andrew Second Chandler to approve. Motion carried 4 for 0 against. Area 5. 4.614- acres - request L.R. Motion Andrew Second Brooks to approve. Motion carried unanimously. Area 6. 10.175 acres - request. L.R. Motion Brooks Second Farmer to approve. Motion carried unanimously. Area 7. 3 acres - request, for C.F. for church. Motion Farmer Second Andrew to approve. Motion carried unanimously. ze+� o� $ d4^ The preliminary plat for the first section was then presented. ;botion Andrew Second Farmer to reject the plat as presented, which he justified by the lack of alleys and the potential of overhead utilities. Motion carried 3 for 1 against. (Brooks) D. Tomlin of Green Meadow Estates presented final plat of that addition. The mayor read the letter of recommendation from Ron Fix, in which he found them to be in general conformity with the current standards of the city; bowever, with the following corrections and additions: 1. Add 1 - 5w Zate valve 2. 24' wide paved roadsection on Exchange Pkwy and Rock Ridge Rd.. 3. 50' Cul -de -Sacs 4. drainage culvert be increased from 33" to 36" and 36" increased to 42". 5. All culverts be required to have headwalls on each end. Mr. Tomlin indicated that they would agree to all except the required headwalls, and asked to be excused fram this recommendation. Motion Chandler Second Farmer to approve subject to Ron Fix's clarification of this recommendation. Motion carried unanimously. M Allen City Council Regular Session December 21, 1978 Page 2 Melvin January reported to the council that the water line had been run from Greenville ever to the Bethany Park Acts. and requested that they not be required to lay the second lire from Jupiter Rd. to their property, but if the city requires them to, they requested that the city participate with 50% of the approximate cost of $11,630. 2. Asked city to enter into agreement with nrorata to recover cost from Hwy 5 to their nroperty. 3. Also prorate cost of sewer line on north side of Bethany Rd. 4. Also receive remit to build while line is being laid. 5. City acquire easement across the schoolproperty for line from Juniter Rd. Motion Brooks to deny tat request. Second Andrew. Motion carried unanimously. Motion Fanner to accept their offer to participate 50% on line to be laid north side of school. Second Chandler. "lotion carried unanimously. 2 netitions were presented from the business people and merchants on Main St, requesting: I. Remove yellow street protectors from :,lain St. 2. To initiate action to widen and improve Main St. frau Hwy 5 to 75. Motion Andres: Second Chandler to approach the State to remove buttons. Motion carried unanimously. Anthony is to approach Mr. Fisher at the Highway Dept.
