' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, ESTABLISHING SANITARY SEWER CHARGES AND WATER
SERVICE CHARGES; SUSPENDING THE 25% DROUGHT CONTINGENCY PLAN
STAGE 3 WATER RATE SURCHARGE; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING A REPEALING CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, due to the increased service costs for the purchase of water, and the transport and treatment of
waste water by the City of Allen from the North Texas Municipal Water District, City staff finds it in the best
interests of the City to recommend that the fees for sanitary sewer charges and water service charges be
increased; and,
WHEREAS, the City Council finds that the increase in rates will serve to better balance the sewer revenue to
match sewer expenses; and,
WHEREAS, the City Council further finds that the continuation of a tiered year-round water conservation rate
structure for water will encourage water conservation; and,
WHEREAS, the City Council finds that suspension of the current 25% water surcharge is appropriate given the
cessation of the recent drought, and due to heavy spring and summer rains the North Texas Municipal Water
District has assessed that they can stay within their allocated water rights for Calendar Year 2007.
' NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS, THAT:
SECTION 1. The following Sanitary Sewer Charges are hereby established.
SANITARY SEWER CHARGES
(1) Monthly mrnimwn charge. The following minimum charges are based on the first 1,500 gallons.
a) Eighteen dollars and sixteen cents ($18.16) for all separately metered single-family
dwelling units and other dwelling units separately metered for water.
b) Eighteen dollars and sixty-seven cents ($18.67) for schools and municipal customers.
c) Nineteen dollars and fifty-two cents ($19.52) for other than residential customers, including
mobile home parks and apartment complexes, commercial and industrial customers.
(2) Volumetric charge.
a)
1,500 — 10,000 gallons: One dollar and four cents ($1.04) per one thousand (1,000) gallons
for all separately metered single-family dwelling units and other dwelling units separately
metered for water.
b)
The maximum charge for single-family residential sewer service shall be Twenty-seven
dollars and no cents ($27.00) per month.
c)
Over 1,500 gallons: One dollar and seven cents ($1.07) per thousand (1,000) gallons for
schools and municipal customers.
d)
Over 1,500 gallons: One dollar and twelve cents ($1.12) per thousand (1,000) gallons for
other than residential customers, including mobile home parks and apartment complexes,
commercial and industrial customers.

SECTION 2. The following Water Service Charges are hereby established.
WATER SERVICE CHARGES
(1) Monthly minimum charge. The following minimum monthly charges are based on the meter size
and include the cost of one thousand five hundred (1,500) gallons of water usage:
For a 5/8 inch standard meter

(2) Volumetric charge. Water consumption in excess of one thousand five hundred (1,500) gallons
shall be charged at the following rate per one thousand (1,000) gallons of water usage or fraction
thereof:

SECTION 3. Should any word, sentence, paragraph, subdivision, clause, phrase or section of this Resolution
be adjudged or held to be void or unconstitutional, the same shall not affect the validity of the remaining
portions of said Resolution, which shall remain in full force and effect.
SECTION 4. All prior Resolutions that established the 25% surcharge associated with Drought Stage 3 of the
City of Allen, Collin County, Texas, in conflict with the provisions of this Resolution, and the same are hereby
repealed; except that Section 3 of Resolution No. 2500-3-06(R), regarding volumetric charges for periods of
constrained water use shall be continued in full force and effect; provided, however, such volumetric charges
shall not be in effect until further action by the City Council.
SECTION 5. This Resolution shall take effect immediately upon its passage except that the rates established
herein shall take effect on August 1, 2007, and it is accordingly so resolved.
