March 31, 1980
Present: School Superintendent Dr. John Horn
Board Members: E.T. Boon, Jerry Carson, Jim Kerr and Pat Dillard
Mayor M.B. Pierson and City Manager Jon McCarty
Councilmen: H.R. Daugherty, Glenn Andrew, Richard Chumbley
Joe Farmer and Charles Chandler.
This meeting was called to order by Mayor M.B. Pierson.
A report on the Summer Recreation Program was given by Jon McCarty. A
new brochure describing this summer's program was distributed to all
members.
Dr. Horn discussed the drainage problems around the High School and the
possibility of the city participating with the school in the cost of
laying additional pipe to relieve this problem. Dr. Horn reminded the
council of Norman Luterman's intentions to build a drainage structure
in Fountain Park 5 which should help solve the drainage problem around
the school parking lots.
Jon reported that the architects should have their study completed by
April 15 and plan a workshop with the council around the 1st of May.
Dr. Horn reported on the progress of construction at Reed school and Jon
reported the city's intent to apply for grant funds to develop Reed park.
Dr. Horn presented some proposed layouts of Ford Middle School.
DR. Horn and Jon brought an update of the planning efforts for the
joint service center/warehouse facility.
Dr. Horn brought before the council the possibility of some pockets of
discontent if boundaries can not be adjusted between the cities of Allen
and Plano and the school districts of Allen and Plano.
Jon discussed the paving of Allen Drive which is now being done and
estimated that it would take approximately six months to complete.
He also told of the Traffic Engineering Survey grant which the city
had applied for a couple of years ago and had not been able to receive,
but hoped that it would be granted by this summer.
Dr. Horn discussed the possibility of working with the owner of the
triangle property to get the point of the north end adjusted to make a
curve onto Highway 5. Jon and Ron Fix are to work with Dr. Horn in
reworking that intersection.
Motion E.T. Boon Second H.R. Daugherty to adopt a joint resolution
stating that the City of Allen and the Allen Independent School District
show their intent to join the County Appraisal District for the 1981 tax
year. Motion carried unanimously.
Motion Andrew Second Carson to adjourn. Motion carried unanimously.
