Present: Mayor M.B. Pierson
Councilmen: Joe Farmer, Rex Womack, Charles Chandler, Richard
Chumbley, and Glenn Andrew
Absent: H.R. Daugherty
Mayor M.B. Pierson called the regular session of the Allen City Council
to order and the oath of office was given to Councilman Glenn Andrew,
Richard Chumbley and Jim McClure and Mayor M.B. Pierson.
Motion Chumbley Second Andrew to approve minutes of the April 3rd meeting.
Motion carried 6 for 0 against.
Motion Farmer Second Andrew to approve minutes of the March 31st joint
meeting. Motion carried 6 for 0 against.
Motion Womack Second Andrew to approve minutes of the Special Session
of April 7, 1980. Motion carried 6 for 0 against.
A Public Hearing was held on a request from Allen Building Company for
a variance in the sign regulations. Motion Farmer Second Womack to approve
the request with the condition that the variance expire one year from this
date. Motion carried 6 for 0 aginast.
Motion Andrew Second Chumbley to set a Public Hearing for May 1 on a
Special Exception Use request to operate a light manufacturing operation
at 105F Allen Plaza. Motion carried 6 for 0 against.
A status report was given to the council concerning the 1979 G.O. Bond
Funds and a recommendation made as to the City's share of the financing
for the street and alley replacement in Hillside #4. Motion Andrew Second
Chumbley to authorize the development of a contract with Fox and Jacobs
for repair and replacemnt of streets and alleys in Hillside #4 with:
1. Fox and Jacobs contracting with Uvalde Construction Company to
repair and reconstruct the streets and alleys in conformance
with the engineering design and specifications.
2. The cost of construction and associated engineering fees will be
paid 1/2 by the City and 1/2 by F&J based on the bid received
from Uvalde except that all contingency costs will be paid by
F&J. City's share will be $144,291.
3. If F&J recovers any funds from third partys through lawsuits,
settlement or any other agreement, the contingency paid by F&J
will be subtracted before any monies are split.
4. Authorize the expenditure of 1979 G.O. Bond Funds for City's share.
Motion carried 6 for 0 against.
The final plat for Brookshire's was presented by Robert Tod. Jack Bateman
of Brookshire's was present to answer questions concerning their store in
the Cottonwood Creek Shopping Center. Motion Chumbley Second Womack to
approve the final plat for the addition to the Cottonwood Creek Shopping
Center. Motion carried 6 for 0 against.
After 3 months of screening and interviewing for a Chief of Police, a
motion was made by Womack Second Farmer to appoint Richard Carroll as
Chief of Police for the City of Allen. Motion carried 6 for 0 against.
Motion Farmer Second Womack to pay the following CIP bills from 1979
Bond Funds:

Motion carried 6 for 0 against.
Motion Andrew Second Farmer to meet in a workshop session May 10, 9:00
A.M., Rountree School, to review the Master Plan of physical facilities.
Motion carried 6 for 0 against.
Nominations for Mayor ProTempro were as follows:
Farmer nominated Womack
Womack nominated Farmer
Motion Andrew Second Chumbley that nominations cease. Motion carried 6
for 0 against. Farmer received 1 vote and Womack received 5; therefore,
Rex Womack will be the Mayor Pro Tempro for this year.
Motion Farmer Second Womack to adjourn. Motion carried 6 for 0 against.
