order by Mayor Terrell at 6:32 p.m. on Tuesday, August 9, 2016, in the Council Conference Room of the Allen
City Hall, 305 Century Parkway, Allen, Texas.

With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:07 p.m. on Tuesday, August 9, 2016, in the Council Chambers of the Allen City

• Carol Taylor, 1359 Francie Way, Allen, Texas, requested Council consider an ordinance setting
standards for vehicle noise such as from mufflers.
• Jennifer Revious, 1304 Capstan Drive, Allen, Texas, requested Council amend the restrictions on
home businesses to allow for businesses such as beauty salons.
• Ann Norton, 404 Spinnaker Drive, Allen, Texas, requested Council address the noise and speeding
along Alma and McDermott Drives.
2. Recognition of the City of Allen Finance Department as Recipient of the Distinguished Budget
Presentation Award by the Government Finance Officers Association (GFOA) for the
Seventeenth Consecutive Year.
Consent Aeenda
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember Brooks,
the Council voted seven (7) for and none (0) opposed to adopt all items on the Consent Agenda
as follows:
3. Approve Minutes of the July 26, 2016, Regular City Council Meeting.
4. Adopt an Ordinance Amending the Speed Limit Zone Boundaries Along Ridgeview Drive (Alma
' Drive to Stacy Road), Curtis Lane (Stacy Road to US 75), and Stockton Drive (Bossy Boots Drive
to Curtis Lane).
ORDINANCE NO. 341241-16: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES BY
AMENDING CHAPTER 9, "MOTOR VEHICLES AND TRAFFIC," ARTICLE V, "OPERATION
OF VEHICLES," DIVISION 2, "SPEED REGULATIONS," SECTION 9-135(x), TO AMEND THE
MAXIMUM PRIMA FACIE SPEED LIMITS FOR RIDGEVIEW DRIVE BETWEEN ALMA
DRIVE AND WATTERS ROAD, CURTIS LANE BETWEEN STACY ROAD AND US 75, AND
STOCKTON DRIVE BETWEEN BOSSY BOOTS DRIVE AND CURTIS LANE WITHIN THE
CORPORATE LIMITS OF THE CITY OF ALLEN; PROVIDING FOR A REPEALING CLAUSE;
PROVIDING A SEVERABILITY CLAUSE; PROVIDING FOR A SAVINGS CLAUSE;
PROVIDING FOR A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO HUNDRED
DOLLARS ($200) FOR EACH OFFENSE; AND PROVIDING FOR AN EFFECTIVE DATE.
5. Transmit the Proposed 2016-2017 City Budget and the Proposed 2017-2021 Capital Improvement
Program.
6. Receive the Investment Report for the Period Ending June 30, 2016.
7. Receive the Financial Report for Period Ending June 30, 2016.

Hearing Date Regarding the Fiscal Year 2016-2017 City Budget.

' MOTION: Upon a motion made by Councilmember Herald and a second by Councilmember Brooks, the
Council voted seven (7) for and none (0) opposed to set Tuesday, August 23, 2016, at 7:00 P.M.
and Tuesday, September 6, 2016, at 6:00 P.M. at Allen City Hall, One Allen Civic Plaza, 305
Century Parkway, Allen, Texas as the dates, time, and place for the first and second Public
Hearings on the City's Proposed Fiscal Year 2016-2017 Budget in accordance with Article IV,
Section 4.04 of the City Charter. The motion carried.
Set August 23, 2016, as the First Public Hearing Date and September 6, 2016, as the Second Public
Hearing Date Regarding the Fiscal Year 2016-2017 City Tax Rate.
MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember
Obermeyer, the Council voted seven (7) for and none (0) opposed to set Tuesday, August 23,
2016, at 7:00 P.M., and Tuesday September 6, 2016, at 6:00 P.M. at Allen City Hall, One Allen
Civic Plaza, 305 Century Parkway, Allen, Texas as the dates, time, and place for the first and
second Public Hearings on the proposed City Tax Rate of 52.5 cents per $100 of appraised
value for the Fiscal Year 2016-2017. The motion carried.
10. Adopt a Resolution Establishing Fees for the Permit Application for the Keeping of Backyard
Chickens.
RESOLUTION NO. 3413-8-16(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, ESTABLISHING FEES FOR BACKYARD CHICKEN
' PERMIT APPLICATIONS; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A
REPEALING CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
MOTION: Upon a motion made by Councilmember Herald and a second by Mayor Pro Tem Caplinger,
the Council voted seven (7) for and none (0) opposed to adopt Resolution No. 3413-8-16(R),
as previously captioned, establishing fees for the permit application for the keeping of backyard
chickens. The motion carried.

• Council recognized Boy Scouts from Troop 8134 in attendance as a requirement for the citizenship
in the community merit badge.
• Council wished happy birthday to Jackie and Darlyn Herald
• Councilmember Herald announced his son is leaving later this month on his two-year mission.
• Back to School event at First United Methodist Church on Saturday, August 13.

City Council at 7:27 p.m. on Tuesday, August 9, 2016. The motion carred.
