June 5, 1980
Present: Mayor M.B. Pierson
Councilmen: Rex Womack, Richard Chumbley, Glenn Andrew,
H.R. Daugherty, Jim McClure and Joe Farmer.
Mayor M.B. Pierson called the regular session of the Allen City
Council to order. Motion Chumbley Second Womack to approve the
minutes of the May 15th meeting. Motion carried 7 for 0 against.
Motion Womack Second McClure to reset the date for a Public Hearing
on zoning of newly annexed property to June 19th. Motion carried
7 for 0 against.
Motion Andrew Second Chumbley to set a Public Hearing for July'/7
on a request from Richard Carroll to annex his property on Exchange
Parkway. Motion carried 7 for 0 against.
The nomination and selection process for the 4 places expiring on
the Planning and Zoning Commission was discussed. Those interested
are to submit a biographical sketch for the next council meeting.
Bids were opened June 5 for the Campbell west side sewer project.
12 bids were received, with the low bid being from Regional Utilities
of Irving, in the amount of $1,030,783.50. Second was Cullum Const.
Co. of Dallas, for 1,048,948.00 and third was E.P. Brady of Euless,
for 1,070,811.80. The staff is to review and make a recommendation at
the next meeting.
The budget calender was presented for the council's approval. Motion
Andrew Second Womack to approve this calender. Motion carried 7 for
0 against.
Final payment to Cullum Const Co and Wisenbaker Fix, Engineers, for
the east side interceptor line was submitted by Carl Carmichael of
Wisenbaker, Fix and Associates. Motion Farmer Second Daugherty
to approve the final payment to Cullum Const. for $22,333.78 and
to Wisenbaker Fix for $5010.65. Motion carried 7 for 0 against.
Motion Chumbley Second McClure to accept the recommended proportionment:
in the final payments. Motion carried 7 for 0 against. These are
to be paid from the 1979 Revenue Bond Funds.
Eight invitation to bid forms were mailed out for a standby generator
for the Police Station. Of these eight only one bid was received,
Lightbourn Equipment Co. for $6630.00. Motion Farmer Second Andrew
to accept the bid of Lightbourn for a 12# kW generator with accessories
for $6650.00. Motion carried 7 for 0 against.
Bids were also recieved for the Hillside Park Improvements. Low bidder
for the lighting was WHF Electrical Contractors, Inc. of Dallas, for
$61,780.00, with Mel's Electric being second, for $69,555.00, and
Lawrence Industries for 72,800, for third. The low bid for fencing
was received from Franklin Fence Co. for $16,621.26. Second was from
Allied Fencing for 22,562.00 and third, Housley Fence for 27,586.00.
Motion Chumbley Second Andrew to accept the low bid for fencing from
Franklin Fence Co. for $16,62.26 less the portion of fence that does
not have to be replaced and to accept the low bid for lighting from
WHF Co. for $61,780 and to consider change of work order for Jupiter Rd
lighting as per recommendations from Ron Fix. Motion carried 7for 0
against.
The Capital Improvement bills were presented to the council for
approval. Motion Daugherty Second Chumbley to pay the following
from 1979 bond funds:

Motion carried 7 for 0 against.
The tax report for May was given by Walter Curtis.
The Fairview case was discussed. The mayors and attorneys for the
two cities are to meet and bring any possible proposals to the
respective councils.
Zoning ordinance as prepared by Sam Wyse is still not complete.
Traffic counters were in use this last week and as a result the one
way signs are to be removed on Belmont and Birch.
Motion Daugherty Second McClure to adjourn. Motion carried 7 for 0
against.
