A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY,TEXAS,SUPPORTING THE ENERGY EFFICIENCY GOALS ESTABLISHED
IN SENATE BILL 241 OF THE 86TH LEGISLATIVE SESSION OF 2019, STATE OF
TEXAS; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, Senate Bill 241 of the 86th Legislative Session of 2019 establishes in the Texas Health and Safety
Code Section 388.005(c) a requirement that municipalities located in a non-attainment areas establish a goal to
reduce electric consumption to assure the air in the state is safe to breathe and meets minimum federal standards
established under the Clean Air Act(42 U.S.C. section 7407); and,
WHEREAS, Senate Bill 241 indicates that each political subdivision in non-attainment areas shall establish a goal
to reduce the electricity consumption by the political subdivision by five percent per year for seven years beginning
September 1,2019; and,
WHEREAS, reduction in electric consumption will reduce total electric generation requirements and thus have a
beneficial impact on air quality; and,
WHEREAS,the City of Allen, Collin County,Texas, is located in a designated air quality non-attainment area.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,COLLIN
COUNTY,TEXAS,THAT:
SECTION 1. The City Council of the City of Allen, Collin County,Texas,hereby establishes a goal for the City
to reduce electric consumption by five percent per year for seven years beginning September 1,2019.
SECTION 2. This Resolution shall become effective immediately upon its passage.
