Min - City Council - 1980 - 09/04 - RegularREGULAR SESSION Allen City Council September 4, 1980 Present: Mayor M.B. Pierson Councilmen: Rex Womack, Glenn Andrew, Richard Chumbley, Joe Farmer, H.R. Daugherty and J.M. McClure Meeting called to order by Mayor M.B. Pierson. Motion Womack Second Chumbley to approve the minutes of the August 21 meeting with one amendment, "that the plats of Cottonwood Creek Shopping Center and Wal-Mart were not presented as separate plats at the time the property was developed". Motion carried 7 for 0 against. Motion Andrew Womack to approve the minutes of the Special meeting of August 26. Motion carried 7 for 0 against. A Public Hearing was held on a request by Weaver Sign Co, to allow a Special Exception Use for a constuction sign in the Oak Hill Addition. Motion Farmer Second Chumbley to approve the request with an 18 month time limit. Motion carried 7 for 0 against. Joe McCauley, Chairman of the Chamber of Commerce, presented plans and activities of the Chamber for this year, which included a Second Saturday Sales Day, Christmas Parade, banquet, the ongoing project of updating the Industrial packet and a Welcome To Allen Folder. Procedures for the preliminary study of the Zoning Ordinance were discussed. Mayor Pierson is to work with the City Manager in setting up meetings and plans for the P & Z and Council to work in small groups to study each phase of the ordinance. Motion Chumbley Second Andrew to authorize the use of Park Dedication Funds in the amount of $2248 fo the purchase of playgournd equipment for Hillside #2 park. Motion carried 7 for 0 against. Motion Farmer Second Daugherty to authorize payment of the following from bond funds: L.H. Lacy $388,900.40 G.O. Bond Cole Willimas, Inc. 53,600.22 Revenue Bond Fisher and Spillman Architects 2,578.16 G.O. Bond " " " " 3,024.41 " Fox and Jacobs (Uvalde) 56,661.97 " Jack W. Roome Surveying, INc. 240.00 " Ronald E. Fix 4,110.40 Revenue Bond " " It 7,585.34 G.O. Bond Motion carried 7 for 0 against. Walter Curtis, Tax Assessor, presented the monthly tax report, along with a request to remove several items from the 1979 tax roll. Motion McClure Second Farmer to remove items from the 1979 tax roll totaling $906.19 in tax dollars or $115,580.00 assessed values. Motion carried 7 for 0 against. Motion Chumbley Second Daugherty to adjourn into a workshop which had not been completed before the regular meeting. Motion carried 7 for 0 against. it (September 4, 1980 cont.)
