Min - City Council - 1980 - 12/04 - RegularREGULAR SESSION ALLEN CITY COUNCIL December 4, 1980 Present: Mayor M.B. Pierson Councilmen: Rex Womack, Joe Farmer, Richard Chumbley, Jim McClure, Glenn Andrew and H.R. Daugherty. The regular meeting of the Allen City Council was called to order by Mayor M.B. Pierson. Motion Farmer Second Daugherty to approve the minutes of the November 20 meeting as read. Motion carried 6 for 0 against. Andrew had not arrived. The parties involved in Item III on the agenda were not ready to come back to the council with their request to construct mini warehouses. Motion Daugherty Second McClure to table the request. Motion carried 6 for 0 against. Motion Womack Second Chumbley to set a Public Hearing for January 8 on a request to construct an office building on lot 4, block 1, Whisenant Addition which is zoned LR -PD. Motion carried 6 for 0 against. Motion Womack Second McClure to set a Public Hearing for January 8 on a request to change the zoning from R16 to LR on lots 3a and 3d, block 9, tract 10b, Abstract 708, William Perrin Survey, in Whisenant Addition. Motion carried 6 for 0 against. The property owner withdrew his request and no action was taken on item 3c. A film was shown by Bill Graham of Red Cedar Shingles Corp. After a lengthly discussion regarding the use of wood shingles, a motion was made by Chumbley Second McClure to adopt Ordinance #322, AN ORDINANCE OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE BUILDING CODE OF THE CITY OF ALLEN, TEXAS, AS ADOPTED BY CITY OF ALLEN ORDINANCE NO. 390, BEING IN PARTICULAR THE 1976 EDITION OF THE STANDARD BUILDING CODE OF THE SOUTHERN BUILDING CODE CON- GRESS INTERNATIONAL, INCLUDING THE 1977, AND FUTURE AMENDMENTS; AMENDING SECTION 706.6 OF THE BUILDING CODE BY PROHIBITING THE USE OF UNTREATED WOODEN SHINGLES AND SHAKES AS A ROOF COVERING; AMENDING SECTION 1706.7b OF THE BUILDING CODE BY PROHIBITING THE USE OF UNTREATED WOODEN SHINGLES AND SHAKES AS EXTERIOR WALL COVERINGS; PROVIDING FOR CERTAIN EXCEPTIONS TO THESE AMENDMENTS FOR REPAIR OF EXISTING ROOFIN OR WALL COVERING; PROVIDING FOR THE READOPTION OF CITY ORDINANCE NO. 290 AS AMENDED HEREIN; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A PENALTY FOR VIOLATION OF THIS ORDINANCE; PROVIDING FOR THE PUBLICATION OF THE CAPTION HEREOF; AND PROVIDING FOR AN EFFECTIVE DATE. Motion carried 5 for 2 against. Farmer and Daugherty. Bids were accepted for a water the following bids submitted: Doran Chevrolet, Dallas Tedford Chevrolet, Farmersville Dave Markley Ford, Richardson CaFter CAev, McKinney and sewer department pick up, with 1980 Chev. Luv 5958.04 1981 Chev. Luv 6371.00 1981 Ford Courier 5753.56 1980 Luv 6210.83 1981 Luv 6460.40 ss 0 Sb Motion Andrew Second Daugherty to accept the bid from Dave Markley Ford of Richardson in the amount of $5753.76. Motion carried 7 for 0 against. The council had approved by resolution last month to jointly purchase police cars with the City of McKinney; however, they have been detained in their solicitation of bids. Richard Carroll, Police Chief, requested that the bid be awarded at this meeting in order to avoid the January 1 price increase. Carter Chevrolet of McKinney had submitted the low bid and Mr. Carroll recommended that the order for our cars be placed with them at this time. Motion Daugherty Second Womack to authorize awarding the bid to Carter Chevrolet in the amount of $8223.30. Motion carried 7 for 0 against. Motion Andrew Second Farmer to pay the CIP bills as presented: Ronald E. Fix 6120.00 1979 Revenue Bonds "11 11682.13 1979 G.O. Bonds W.H.F. Electrical 18150.58' 1979 G. O. Bonds Ronald E. Reports were given by Walter Curtis on the tax collections for November and by Bill Petty, on the new construction projects. Motion Andrew Second Daugherty to adjourn. Motion carried 7 for 0 against.
