Call to Order and Announce a Quorum is Present

With a quorum of the Councilmembers present, the Special Called Session of the Allen
City Council was called to order by Mayor Pro Tem Edstrom at 7:04 p.m. on Thursday,
August 22, 1991, in the Council Chambers of the Allen Municipal Annex, One Butler Circle,
Allen, Texas.
Public Hearing on the Budget as Required by
Section 4.04 of the Allen City Charter
(Agenda Item II)
Charlotte Smith, Finance Director, reviewed with the Council the most recent
changes reflected in the Budget. She reviewed specific line items and final totals in
revenues and expenditures.
City Manager, Jon McCarty, explained that the total expenditures for the city this
year shows a decrease due to a move of certain solid waste funds in the budget document.
He reviewed the total expenditure in the general fund and the water and sewer fund. He
also discussed the tax rate for the year 1991-92 which is set at 73.14 per $100 evaluation.
Mayor Pro Tem Edstrom read the request into the record as follows:
"Public hearing on the budget as required by Section 4.04 of the
Allen City Charter."

Mayor Pro Tem Edstrom opened the Public Hearing and asked for anyone speaking
either for or against the budget as presented to do so at this time.
With no one speaking either for or against the budget, Mayor Pro Tem Edstrom closed
the Public Hearing.

MOTION: Upon a motion made by Councilmember Bishop and seconded by Councilmember
Nichols, the Council voted six (6) for and none (0) opposed to adjourn the
regular session of the Allen City Council at 7:11 p.m., on Thursday, August
22, 1991. The motion carried.
These minutes approved on the 5th day of September, 1991.
