Min - City Council - 1981 - 03/05 - RegularREGULAR SESSION ALLEN CITY COUNCIL March 5, 1981 Present: Mayor M.B. Pierson Councilmen: Rex Womack, Joe Farmer, H.R. Daugherty, Richard Chumbley, Glenn Andrew and J.M. McClure Absent: none The regular meeting of the Allen City Council was called to order by Mayor M.B. Pierson. Motion Andrew Second Daugherty to approve minutes of the February 19th meeting. Motion carried 7 for 0 against. Motion Daugherty Second Chumbley to approve minutes of the Special Meeting of March 1. Motion carried 7 for 0 against. Mayor Pierson presented a letter of resignation from the City Secretary, effective March 13. Motion Womack Second Chumbley to accept her resignation with gratitude and appreciation for a job well done. Motion carried 7 for 0 against. A plaque was then presented to her and was accepted with heartfelt thanks. Marty Hendrix was introduced, who will begin her employment with the City as City Secretary, March 16. A Public Hearing was held on the proposed annexation of approximately 434.547 acres of land, which is in three tracts, located west of Hwy 75. No one spoke against this involuntary annexation.Even though the State Law does not require notification to property owners involved, the council preferred that they be notified. The first reading of the annexation ordinance will be at the next meeting. Motion Andrew Second Daugherty to hold a Public Hearing March 19 on a Special Exception request from Weaver Sign Co. to locate a Sub- division sign in the year yard of Fox and Jacobs model home at 1211 Crestwood. Motion carried 7 for 0 against. Bill Bratton presented the preliminary and final plat for Mr. Quick property on FM2170. Motion Farmer Second McClure to approve the preliminary and final plat as presented, based on recommendation from Planning and Zoning. Motion carried 7 for 0 against. The Park and Recreation Board sent an outlined proposal to the council for comments and requested approval to initiate discussions with the school district personnel in regard to the possibility of creating a Recreational Center for the City by leasing the Middle School Gym, which will not be in use after March 16th. Motion Farmer Second Andrew to endorse in principal the concept suggested herein and encourage the Board and Staff to continue looking at this possibility. Motion carrier 7 for 0 against. The P & R Board also requested that the council consider the emergency use of Park Dedication funds to construct Concession and Restroom facilities at Hillside Park. Motion Andrew Second Daugherty to table until the amount of funds needed is presented, and more information is given. Motion carried 7 for 0 against. 13 P14 Allen City Council March 5, 1981 Page 2 Motion Farmer Second Chumbley to approve a merit pay plan for the City. Motion carried 7 for 0 against. The plan is almost complete at this time. Motion Andrew Second Daugherty to approve payment of the CIP bills as follows: Ronald Fix 226.97 G.O. Bond 787.50 Revenue Bond W.H.F. Electrical 1903.53 G.O. Bond Hooper and Associates 576.15 G.O. " Trade Construction 19355.00 " " Motion carried 7 for 0 against. Reports: Tax: Walter Curtis presented monthly report showing collections 94.40 complete. Streets: City Manager reported that Austin Paving had already torn out and replaced portions of streets which were to be repaired or replaced. Motion Womack Second Daugherty to amend the Election Order by naming Marty Hendrix as Absentee Voting Clerk, replacing Juanelle Dalsing. Motion carried 7 for 0 against.
