A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN
COUNTY, TEXAS, OPPOSING THE PROPOSED KrrFYHAWK TRANSMISSION
LINE AND SUBSTATION PROJECT BY BRAZOS ELECTRIC POWER
COOPERATIVE, INC., REGARDING ITS PROPOSED ROUTES IN ALLEN; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, Brazos Electric Power Cooperative, Inc., ('Brazos") is proposing to construct approximately
1.6 to 5.6 miles of double circuit 138 kV transmission line with single -pole structures from a proposed
Kittyhawk Substation, to an undetermined interconnect site east, southeast, northwest or west of the proposed
substation (the "Project'); and,
WHEREAS, Brazos has proposed multiple location possibilities for its proposed Kittyhawk substation and
has proposed transmission line alternative routes to be located in Allen, generally along SH121 or along
Ridgeview Drive, extending northeasterly from Custer Road to Watters Road within the City of Allen; and,
WHEREAS, The proposed Brazos routes in Allen are along and near the SH121 corridor that the City
Council has strategically planned and zoned as a Regional Employment Center with a tremendous economic
impact for the city and the region; and,
WHEREAS, The proposed Brazos routes in Allen along SH121 and Ridgeview Drive will have significant
impacts on residential neighborhoods, commercial developments, Allen Independent School District
developments, two large community parks and overall community aesthetics; and,
' WHEREAS, The majority of the need for the Project is being driven by development to the north of SH121,
while the majority of the proposed routing alternatives have been located south of SH121 in Allen; and,
WHEREAS, Less than 10% of the City of Allen is single -certified to CoSery Electric whose wholesale
generation and transmission is provided by Brazos.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ALLEN,
COLLIN COUNTY, TEXAS, THAT:
SECTION 1. The City Council hereby declares that the City of Allen is strongly opposed to locating a
Brazos substation or any portion of the Kittyhawk Substation and Transmission Line Project at any location
within the City of Allen.
SECTION 2. The City of Allen feels that the current Brazos map depicting proposed substation locations
and transmission line alternative segments is completely inadequate in terms of geographic diversity.
SECTION 3. The City of Allen encourages Brazos to consider alternative options related to the locations of
substations and transmission lines north of SH121 where the majority of the demand is being generated.
SECTION 4. A copy of this Resolution shall be sent to Brazos Electric Cooperative, Inc., c/o Richard
Chambers, at 7616 Bagby Avenue, Waco, Texas 76712 and to CoSery Electric, c/o Dan Mugg, at 7701 South
' Stemmons, Corinth, Texas 76210-1842.
SECTION 5. This Resolution shall become effective from and after its passage.
